河南６．４２万孤儿得到多元化救助

新华网河南频道２月３日电 （记者王阿敏）河南目前全省各类孤儿６．４２万人，在救助这些孤儿过程中，河南不仅限于强调传统的抚养和安置，而是强调人性化、多样化的养育模式，为孤儿成长创造良好条件。
河南按照社会福利社会化的要求，以救助受艾滋病影响儿童为突破口，逐步扩大到社会上的散居孤儿和事实上无人抚养的未成年人，从单一生活供养扩展到文化教育、康复训练、医疗救治、职业培训等多方面。养育模式也由单一集中养育向家庭寄养、国内外收养、模拟家庭等多种更具人性化的多样化的养育模式发展。
据了解，河南省在保证对受艾滋病影响的孤儿实行制度化分类救助的同时，２００７年就此专门下发文件，把农村和城镇孤儿分别纳入农村五保和城市低保，社会福利机构的孤儿享受到不低于平均水平生活标准。
此外，河南每年都要开展针对艾滋病致孤儿童、社会散居儿童和流浪儿童的心理辅导、夏令营和大龄儿童职业技能培训，为他们顺利融入社会提供帮助。一些企业和机关还开展了一帮一、献爱心救助孤儿活动。通过多方面的救助，确保这些孩子都能健康成长。
对考入高中和大学的孤儿，河南省从２００８年起，利用省级福利彩票公益金和爱心人士的资助，对高中阶段的孤儿，每人每年资助１５００元；对考入大学的孤儿，每人一次性资助５０００元。
