简介
比尔及梅琳达·盖茨基金会（简称盖茨基金会）创建于2000年，在比尔和梅琳达·盖茨夫妇以及沃伦·巴菲特的带领下，基金会由首席执行官杰夫·莱克斯和联席主席威廉·盖茨共同管理。2007年5月，基金会在北京设立代表处，通过开展全球健康项目和发展领域的若干项目来支持中国的卫生事业和社会发展。
宗旨
秉承“所有生命价值平等”的理念，基金会通过在全球健康、全球发展和美国本土教育三方面的工作来帮助人们实现健康而富有成效的生活。在发展中国家，基金会主要致力于提高人们的健康水平，使他们有机会摆脱饥饿和贫困。在美国，基金会致力于确保人们，尤其是贫困人群，有机会在学习和生活中取得成功。截至2010年9月底，基金会共有874名员工在位于美国西雅图及华盛顿、中国北京、印度德里和英国伦敦的五个办公地点工作。基金会所捐助的受益者遍布全球100多个国家，捐助总额超过239亿美元。
项目
1 抗击艾滋： 有效防控 减轻歧视
虽然总体上中国艾滋病感染率较低，但在某些高危人群中却相对较高。通过广泛开展有效的防治项目，中国有可能遏制艾滋病的流行。
艾滋病的预防：盖茨基金会承诺投入5000万美元，与中国政府以及非政府组织合作，在包括男男同性恋人群在内的高危人群中开展预防艾滋病的工作。该项目还将为艾滋病病毒感染者和病人提供更多咨询、检测、关怀和支持等方面的服务，并且致力于减轻社会对他们的歧视。
艾滋病研究：盖茨基金会还支持预防艾滋病的研究，例如开发有效的疫苗等。基金会也为中国提供艾滋病防治研究的资助，包括资助北京大学700万美元的研究经费。
2 防治结核：为了世界的14%
中国的结核病患者数量约占全世界结核病患者总数的14%，其中耐药性结核病患者约占世界总数的22%。然而，中国开展大规模公共卫生干预的能力以及日益加强的政治承诺和当前日新月异的科技进步，都为中国全面控制结核病带来机遇。
结核病防治：2009年4月，盖茨基金会宣布与中国卫生部建立伙伴关系，此次合作旨在通过运用最新的结核病防治技术，加强结核病的诊断和治疗，进而加强中国国家结核病防治规划。基金会将在未来五年内（2009—2014）为中国提供3300万美元资助。合作项目前两年半为开发阶段，通过在局部地区试点，来检验新工具和创新的卫生服务提供方式的可行性和有效性；后两年半为示范阶段，优选开发阶段中最有效的创新方法，并将其整合为新的结核病防治模式，同时在二十个地市逐步推广。
3 烟草控制：挑战世界最大健康威胁
与烟草有关的疾病已经成为世界最大的健康挑战之一。幸运的是，已经证明有许多政策和规划对控烟相当有效。盖茨基金会承诺协助中国在控烟以及应对吸烟对健康产生的消极影响等方面的努力。
中国医疗烟草项目：基金会为美国中华医学基金会提供了1000万美元的资金，用于从经济学角度研究并测试可以影响医疗行业从业人员戒烟的模型。该项目同时还希望加强中国医学院校中的控烟工作。
全球烟草科技支持协议：基金会还通过全球烟草技术支持协会为美国艾默利大学提供了1400万美元的资金，用于支持其与中国城市建立合作伙伴关系，从而共同研发有效的烟草控制措施和政策。
4 “探索大挑战”：期待来自中国的创新
基金会鼓励中国研究人员和科学家们通过GCE 项目申请科研经费。GCE在2008年启动，为期五年，每年两轮，旨在减少全球卫生领域内进行创新研究的障碍。在前四轮的GCE活动中，共有六份来自中国的申请分别获得10万美元的资助。基金会鼓励更多来自中国的申请者通过访问GCE官方网站进行在线申请：http://www.grandchallenges.org/Explorations
5 其它援助项目:紧急灾害救援
在四川发生严重地震灾害之后，基金会向中国卫生部提供了130万美元的资金，用于紧急救援的相关活动。

这是我的第二封年信。今年这封信的主题是创新以及创新如何影响到前途黯淡还是光明。
2009年是我全职担任基金会联席主席的第一年，同时担任联席主席的还有梅琳达和我的父亲。
对我而言，这是不可思议的一年。我非常开心可以有很多时间跟致力于解决世界上一些最重要问题的创新家们见面。我得以走出去与那些在实地推动进步的人们聊天，包括美国北卡罗来纳州的教师、印度抗击骨髓灰质炎的医护工作者，还有肯尼亚的奶农等。这些我所见到的一线工作，让我时刻记得需求的紧迫性以及将所有正确的事情都聚合到一起来的挑战。我热爱我的新工作，并且为自己可以集中地把时间投入到这些领域而感到幸运。
去年的全球经济衰退十分严峻，给世界带来了沉重的打击。而那些最需要帮助的人是经济低迷期承受打击最大的。2009年刚开始的时候，没有人知道金融危机将会持续多久、它的破坏性将会有多大。现在看来，我们可以说市场在3月时触底，但是到了下半年经济便停止了萎缩并重新开始增长。今年，我与基金会的联合受托人沃伦·巴菲特比以往任何一年都要更加频繁地交流，我努力尝试理解在经济领域正在发生些什么。
尽管这场严重的金融危机已经结束，但是经济依然虚弱。世界还需要花很多年来挽回损失，包括持续性失业、创纪录的巨额政府赤字和债务。尽管经济形势如此严峻，我仍对未来一年我们可以取得的进展抱非常乐观的态度。只要拥有科学创新和一批为着世界上最穷苦人民利益工作的伟大领军人物，人类的景况一定会继续得以改善。
让我们来想象一下从现在算起10年后的世界会是什么样子？如果没有健康、教育、能源或粮食生产上的创新，那么肯定是一幅非常黯淡的图景。富人花在健康上的开销会更高，而其代价则会是迫使穷人滞留在今天一样的不良景况里。
但是，我乐观地认为创新将帮助我们避免那些灰暗的前景。因为疫苗、药物以及其他领域的改善，贫穷国家将越变越好，而人们也会选择保持小规模的家庭。有了更好的种子、培训和介入市场的途径，穷国的农民可以种出更多的粮食。世界将找到清洁的方式来进行低成本发电，而更多的人将摆脱贫困。
我的工作快乐而有趣，因为工作伙伴都很出色。除梅琳达外，还包括另外一位联席主席——我的爸爸。他始终坚定不懈地引领并确保我们了解到——不要让基金会的规模成为障碍，务必要倾听我们所服务人群的意见。
基金会整个团队高度的奉献精神和精深的专业知识，一直令我感慨颇深。能和他们在一起工作，我感到非常幸运。

Introduction
Bill & Melinda Gates Foundation (Gates Foundation), founded in 2000, the Bill and Melinda Gates and Warren Buffett's wife, led by CEO Jason Foundation Roble Stokes and co-chair William Gates, co-management. May 2007, the Foundation established a representative office in Beijing, through the field of global health projects and the development of several projects to support China's health and social development.
Purpose
Adhering to the "equal value of all life" concept, the Foundation through the global health, global development and U.S. education in three areas to help people achieve a healthy and productive lives. In developing countries, the Foundation focuses on improving people's health, give them the opportunity to get rid of hunger and poverty. In the U.S., Foundation is committed to ensuring that people, especially the poor, have the opportunity to learn and succeed in life. Project
1 to Fight HIV: effective prevention and control to reduce discrimination

AIDS prevention: the Gates Foundation pledged $ 50,000,000, with the Chinese government and non-governmental organizations, including the MSM population in high-risk populations, including HIV prevention work. 2 the fight against tuberculosis: 14% to the world

Chinese medical Tobacco Project: China Medical Board Foundation provided $ 10,000,000 of the funds for research and testing from an economic point of view can influence the health care industry professionals to quit smoking model. The project also hopes to strengthen China's tobacco control efforts in medical schools.
Global Tobacco Support Agreement: Foundation for support through the Global Tobacco Association of Emory University, the United States provided $ 14,000,000 of the funds to support its partnership with China's cities to jointly develop effective tobacco control measures and policy.
4 "Grand Challenges Explorations": expect innovation from China
Fund to encourage Chinese researchers and scientists apply for research funding through the GCE program. GCE started in 2008, a period of five years, two rounds per year, aims to reduce innovation within the field of global health research obstacles. 5 other assistance programs: emergency disaster relief

This is my second letter in the letter. This year the theme of this letter is how it affects innovation and innovation is still a bright future bleak.
2009 is my full-time as co-chair of the Foundation's first year, also served as co-chairs Melinda and my father also.
For me, this is incredible year. I am very happy to have a lot of time working on the world with some of the most important issues of innovators to meet you. I was able to go out with those who promote the progress in the field, chat with people, including teachers, North Carolina, India, the fight against polio, health care workers, as well as Kenya's dairy farmers and so on. The first line of work I've seen, so I always remember the urgency and the need to aggregate all the right things to the challenge together. I love my new job, and can focus on their own to put time into these areas, feel lucky.
Last year, a very severe global recession, brought to the world blow. Those most in need of help to withstand the economic downturn of the hardest hit. Beginning in 2009, when no one knows how long the financial crisis will continue, it will be much destructive. It now appears that we can say that when the market bottomed in March, but by the second half of the economy has stopped shrinking and start growing. This year, I co-trustee with the Foundation, Warren Buffett, more than in any previous year should be more frequent exchange, I tried hard to understand what is going on the economic field.
Despite the severe financial crisis is over, but the economy remains weak. The world also need to spend many years to recoup their losses, including persistent unemployment, record deficits and huge government debt. Despite the economic situation is so grim, I still made the next year we can hold a very optimistic about the progress. As long as a batch of scientific innovation and the world's most poor people work in the interests of the great leader, the human situation will continue to be improved.
Let us imagine that after 10 years from now the world look like? If there is no health, education, energy or food production, innovation, then it is surely a very bleak picture. The rich will be spent on higher spending on health, while its costs are forcing the poor will remain poor in the same situation today where.
However, I am optimistic that innovation will help us to avoid the prospect of those gloomy. As vaccines, drugs, and improvements in other areas, poor countries will get better, and people will choose to remain small-scale family. With better seeds, training and ways to intervene in the market, poor farmers can grow more food. The world will find ways to carry out low-cost clean power generation, and more people will be out of poverty.
I am happy and interesting work, because work is very good partners. In addition to Melinda, but also including another co-chair - my dad. He has always been hard to lead the firm and ensure that we understand - do not let the size of an obstacle Foundation, be sure to listen to the views of people we serve.
