7月12日，港北区召开艾滋病防治工作会议，传达自治区会议精神，研究部署港北区艾滋病防治工作重点，推进港北区防治艾滋病攻坚工程十大专项工程工作。区人民政府副调研员、区人口计生局局长黄秋莲出席会议并讲话。
会议指出，艾滋病防治工作是一项复杂的社会系统工程和长期任务，各级各部门必须强化防艾攻坚工程的各项措施，突出工作重点，着力解决一些突出问题。
会议要求，各成员单位要继续强化防艾工作责任制，实行"一把手"负责制，采取积极有效措施抓紧抓好，促进各项工作的开展；要明确年度目标任务，确保防艾攻坚十大专项工程取得实质性进展；要统筹研究，突出重点，分类指导；要继续加强防艾宣传教育工作，做好辖区范围内公共场所安全套免费发放工作；要进一步落实人员编制和经费，为攻坚工作提供强有力保障。
会议强调，各级各部门要切实行动起来，打好防治艾滋病这场攻坚战，为全区经济社会发展营造良好的社会环境。 （黄福裔）

July 12, the Hong Kong AIDS Conference held in the North, to convey the spirit of regional meetings to study the deployment of Hong Kong North District AIDS, focusing on promoting Hong Kong's top ten North project tackling AIDS special project work. District People's Government, deputy researcher, District Population and Family Planning Secretary Huang Qiulian attended the meeting.
It was noted that AIDS is a complex social system project and long-term task, departments at all levels must strengthen AIDS prevention measures for tackling the project, to focus the work efforts to resolve some outstanding problems.
The meeting urged all members of the unit must continue to strengthen AIDS prevention responsibility system, the implementation of the "number one" accountability, good job to take effective measures to promote the work carried out; to clear annual goals and tasks, to ensure that tackling AIDS prevention Ten special project has made substantial progress; to research co-ordination, focus, guidance; to continue to strengthen publicity and education on AIDS prevention, good area within the free distribution of condoms in public places of work; to further implement the staffing and funding, to provide strong tackling strong support.
The meeting stressed that departments at all levels must conscientiously act, fight this battle against AIDS, the region's economic and social development to create a favorable social environment. (Wong-American)
