This year’s WIR focuses on the Foreign Direct Investment (FDI) downturn, its reasons and the role of national policies and international investment agreements (IIAs) to attract FDI and benefit from it. Part One discusses the overall trends in FDI. FDI flows have dropped drastically. No rebound is expected in 2003. This question is discussed for the world as a whole, as well as by region. Part Two seeks to advance the understanding of host country policies and measures that are particularly important for attracting FDI and benefiting from it. It then focuses on key issues that straddle national FDI policies and international investment agreements, with a view towards bringing out the development dimension. The report includes a substantial statistical annex.

The main purpose of the UNCTAD Series on issues in international investment agreements is to address key concepts and issues relevant to international investment agreements and to present them in a manner that is easily accessible to end-users.

The first issue of a new annual OECD publication includes articles about foreign investment in China, the implications for host country welfare conditions of cross-border investment in the oil and mining sectors, and the challenges of capital movement liberalization in transition and developing economies.

This OECD report responds to the international community’s reinvigorated efforts to mobilize foreign direct investment in support of development. The Doha Development Agenda, the Monterrey Consensus, the New Partnership for Africa’s Development, the 2002 OECD Ministerial and the Johannesburg World Summit all underscore the importance of international investment in achieving sustainable development goals and ensuring that poor countries are not left behind and benefit from globalization.
Foreign Direct Investment for Development represents the first comprehensive OECD study of the development dimensions of foreign direct investment (FDI). It is the result of extensive work and consultation by the OECD investment policy community represented by the Committee on International Investment and Multinational Enterprises. It addresses a wide number of issues, among which:
Ø What is the impact of FDI on macroeconomic growth?
Ø What is the link with trade integration?
Ø How can FDI best contribute to technology diffusion and human capital formation in the local economy?
Ø Is FDI beneficial for sound competition, enterprise restructuring and corporate governance?
Ø How does it affect social and environmental performance of the host countries?
Ø What are the policy requirements to maximize the benefits and minimize the costs of FDI?
While possible drawbacks of FDI are reviewed, one of the main findings of the report is that the benefits generally outweigh the costs by a wide margin. Yet the benefits of FDI do not accrue automatically. Policies matter greatly for developing countries’ ability to reap fully these benefits. The report reviews main areas for consideration by policy-makers, together with supporting actions from developed countries and the role of responsible international business.

The World Investment Report 2003 focuses on the foreign direct investment (FDI) downturn, its reasons and the role of national policies and international investment agreements (IIA) in attracting FDI to a country and for a country Part One discusses the overall trends in FDI. FDI flows have dropped drastically and no rebound is expected in 2003. The reasons for the downturn are discussed from a global perspective, as well as by region - developed countries, Africa, Asia and the Pacific, Latin America and the Caribbean, and Central and Eastern Europe.
Part Two focuses on key issues that straddle national FDI policies and international investment agreements with a view to bringing out the development dimension. Special attention is given to the rise of IIAs, the right to regulate, home country measures and corporate social responsibility.
The report includes a statistical annex of over 100 pages.

Foreign Direct Investment for Development represents the first comprehensive OECD study of the development dimensions of foreign direct investment (FDI). It is the result of extensive work and consultation by the OECD investment policy community represented by the Committee on International Investment and Multinational Enterprises. It addresses a wide number of issues, among which:
Ø What is the impact of FDI on macroeconomic growth?
Ø What is the link with trade integration?
Ø How can FDI best contribute to technology diffusion and human capital formation in the local economy?
Ø Is FDI beneficial for sound competition, enterprise restructuring and corporate governance?
Ø How does it affect social and environmental performance of the host countries?
Ø What are the policy requirements to maximize the benefits and minimize the costs of FDI?
While possible drawbacks of FDI are reviewed, one of the main findings of the report is that the benefits generally outweigh the costs by a wide margin. Yet the benefits of FDI do not accrue automatically. Policies matter greatly for developing countries’ ability to reap fully these benefits. The report reviews main areas for consideration by policy-makers, together with supporting actions from developed countries and the role of responsible international business.

The World Investment Report 2003 focuses on the foreign direct investment (FDI) downturn, its reasons and the role of national policies and international investment agreements (IIA) in attracting FDI to a country and for a country Part One discusses the overall trends in FDI. FDI flows have dropped drastically and no rebound is expected in 2003. The reasons for the downturn are discussed from a global perspective, as well as by region - developed countries, Africa, Asia and the Pacific, Latin America and the Caribbean, and Central and Eastern Europe.
Part Two focuses on key issues that straddle national FDI policies and international investment agreements with a view to bringing out the development dimension. Special attention is given to the rise of IIAs, the right to regulate, home country measures and corporate social responsibility.
The report includes a statistical annex of over 100 pages.
