科技重大专项领导小组第五次会议在京召开
2008年12月11日，“艾滋病和病毒性肝炎等重大传染病防治”科技重大专项领导小组组长、卫生部陈竺部长主持召开了专项领导小组第五次会议。科技部、发展改革委、财政部等领导小组11个成员部门的领导，以及专项技术总师侯云德院士、专项实施管理办公室主任等参加会议。
会议传达、学习了刘延东国务委员在科技重大专项组织实施推进会上的讲话，听取了专项组织实施进展情况汇报，重点审议了专项“十一五”实施计划课题设置方案，研究讨论了下一阶段工作安排。
专项领导小组认为专项组织实施规范有序、进展顺利、富有成效，会议予以充分肯定。会议审议通过了专项“十一五”计划课题设置方案和下一步工作计划。并对加强实施的过程管理、重点任务系统集成、管理机制体制探索和创新等方面提出了宝贵的意见和建议。
陈竺部长要求专项在一阶段工作中，一是要强化目标管理，探索建立过程管理工作的新机制；二是要把管理创新与科技创新结合起来，加强专项管理的制度建设；三是要加大海外高层次人才引进的力度；四是要及早启动“十二五”实施计划编制研究工作，以科学发展为统领，稳步、扎实、高效地推进专项实施。
