中新网长沙11月12日电(记者傅煜通讯员吴泰伟)为归国人员提供免费艾滋病、疟疾检测，出入境传染病监控变“单打独斗”为“并肩作战”。湖南检验检疫部门通过与相关部门协作配合，建立出入境人员传染病监测长效机制，有力控制了传染病的跨境传播。

　　湖南检验检疫局今日透露，今年前10月，该局国际旅行保健中心实施出入境人员传染病监测11192人次，比去年同期增长29%，共检出各种传染病感染者276人，比去年同期增加17%，其中有艾滋病毒感染者7例、肺结核21例、病毒性肝炎206例、性病45例。

　　目前，湖南有关单位均要求所管理的出入境人员参加健康体检，并将健康证明文件作为办理入境居住、就业等手续的前置条件，有效消除了出入境人员传染病监测盲点。湖南教育部门要求，来湘留学人员、外籍教师在入境后，须第一时间进行健康体检或验证，否则不予办理入学等手续；公安、文化和劳动部门明确，所有来湘就业的外国人必须提供检验检疫机构认可的健康证明文件；湖南外国专家局也在外籍专家入境后立即安排其进行健康体检。各劳务输出基地和中介公司还明确，劳务输出人员在签订出境劳务合同之前应进行健康体检，在签订合同时必须出具健康证明书。

　　为向出入境人员提供优质的体检服务，湖南检验检疫局在国际旅行保健中心设置了专职的健康体检咨询岗，安装了体检电子管理系统，实现了体检表格电子化，并投入600多万元更新了体检设备。目前，中心体检接待能力大幅提高，检测项目从16项增加到64项，健康证明的出证时间从过去的3个工作日缩短到当天出证。此外，该中心还着力为参加体检人员提供便利，如针对涉台婚姻，按照台湾方面的要求调整体检项目；为年纪大、行动不便者提供预约上门体检服务。

　　随着联动机制的深入推进，湖南出入境人员健康体检意识大大增强。以前，湖南每年参加出境健康体检的人数长期徘徊在5000人次以内。2006年联动机制启动后，当年体检人数突破了7000人次，此后连续4年以每年近30%的速度增长。
