　本报讯（记者唐江澎）中盖艾滋病项目昨日在长沙启动。到今年年底，该项目将先期在长沙投入近200万元，用于政府和非政府组织共同采取有效的艾滋病防控策略。国家项目监督委员会将根据长沙的完成情况，确定未来两年多在长沙的基金投入情况。

　　中盖艾滋病项目是2007年底卫生部和国务院防治艾滋病工作委员会办公室，与美国比尔及梅琳达·盖茨基金会正式签署合作协议的艾滋病防治国际合作项目。该项目旨在中国项目实施地区降低艾滋病流行、降低高危人群的新发感染，并通过项目推动中国其他地区采取有效的艾滋病预防策略。项目目标人群主要覆盖男男性接触者、女性性工作者、吸毒者以及艾滋病病毒感染者和病人。该项目将历时5年，至2012年7月31日结束，项目总经费预算为5000万美元。

　　长沙是该项目第二批启动城市中的第一个。到今年年底前，该项目在长沙将重点开展3项工作。一是扩大和加强对高危人群的干预和检测，以发现更多的艾滋病病毒感染者和病人，并减少病毒的传播；二是加强对艾滋病病毒感染者和病人的随访、关怀及治疗，开展阳性预防，防止将艾滋病病毒传播给他人；三是建立良好的社会支持环境，反对和消除社会歧视和恐惧。国家项目督导委员会特别强调，要支持非政府组织（包括草根组织）开展针对高危人群的干预活动，通过他们动员更多高危人群接受艾滋病病毒、丙肝病毒和梅毒检测等。

The main target groups covered by the project MSM, female sex workers, drug addicts and HIV-infected persons and patients. The project will last for 5 years to July 31, 2012 ended, the total project budget for the 50 million U.S. dollars.

Changsha is the project to start the second batch of the first cities. Before the end of this year, the project will focus on in Changsha work 3.
