“艾滋病和病毒性肝炎等重大传染病防治”科技重大专项监督评估结果反馈会在京召开

2010年10月14日，“艾滋病和病毒性肝炎等重大传染病防治”科技重大专项监督评估意见反馈会在京召开。科技重大专项生物与医药板块监督评估组专家，本专项第一行政责任人、卫生部部长陈竺，专职技术责任人、技术总师侯云德院士，本专项牵头组织部门有关负责人、卫生部副部长刘谦、总后卫生部副部长王玉民出席会议，科技部重大专项办公室负责人及相关同志、本专项领导小组成员单位代表、总体组专家及实施管理办公室有关同志参加了会议。会议由科技部重大专项办公室主任许倞主持。
许倞主任首先介绍了2010年国家科技重大专项监督评估工作的目的、意义和总体情况。生物与医药板块监督评估组组长巴德年院士简要通报了生物与医药板块3个专项监督评估工作的情况，对传染病防治专项的组织实施和取得的成效给予肯定。副组长赵达生研究员代表监督评估组做了意见反馈。监督评估组充分肯定了本专项在艾滋病、病毒性肝炎、结核病的诊防治技术和相关产品研发，以及能力建设等方面取得的阶段成果，为降低重大传染病的发病率和病死率奠定了重要的科技支撑基础，有效提升了我国传染病防控能力。同时，就进一步增强课题单位的使命感和责任感，加强任务的集成和衔接，强化过程管理和绩效管理，建立课题终止和退出机制等问题提出了意见和建议。
专项牵头组织部门对监督评估组的工作表示感谢，对监督评估报告的内容表示赞同。陈竺部长表示，监督评估组在国家战略层面对专项实施提出了客观全面的意见和建议，对于改进工作、谋划“十二五”发展、实现专项目标具有重要意义。为全面推进本专项的组织实施工作，陈竺部长强调，一要围绕专项目标，集中力量，确保在重大传染病防治和能力建设的关键环节上取得重大突破。二是要进一步创新体制机制，探索建立适合生命科学领域研发实际的举国体制，以及有利于创新发展的政策与文化环境，确保专项顺利高效实施。第三要加强转化，与医药卫生体制改革密切结合，使专项成果惠及全民。他要求专项总体组和实施管理办公室要按照监督评估意见，在全面总结和分析“十一五”计划实施情况的基础上，依据我国传染病防治需求和国际科技前沿发展动态，做好“十二五”实施计划编制工作。同时，他强调，一定要坚定信心，并将信心转化为努力工作、不断进取的动力，转化为降低“三病两率”和提升防控能力的信念，转化为为人民群众健康服务的扎扎实实的行动，以为国家和人民负责的态度承担并完成这一历史使命，做出无愧于人民和时代的伟大业绩。
专职技术责任人侯云德院士也做了重要发言，表示将在“十二五”实施计划中进一步凝练目标、突出重点，并通过加强转化医学研究、确定专项统一规范和标准、增强项目关联性和集成度等措施落实举国体制的要求。
