　东北网11月23日讯(记者王蕊)2011年12月1日是第24个世界艾滋病日，我国的宣传主题是“行动起来，向‘零’艾滋迈进”。记者从黑龙江省疾病预防与控制中心获悉，为了最大限度地发现和救治艾滋病感染者和患者，我省疾控部门先后在全省13个市(地)进行筛查和干预，监测资料显示，目前我省总体各类高危人群的艾滋病病毒感染率保持在较低水平。

　　我省艾滋病的高危人群主要是暗娼人群和男男同性恋人群，在各级政府及国际项目支持下，我省制定了高危人群干预工作规范，在社会团体与民间组织的积极参与下，组织开展了一系列暗娼人群和男男同性恋人群的高危行为干预工作。2011年1-10月，我省月均干预暗娼人群23661人、男男性行为人群9763人、吸毒人群867人、性病就诊者762人。向高危人群发放安全套187200只、安全套润滑剂套装171600只、性病干预服务包5万份。

　　据悉，为了促进男性性接触人群艾滋病检测咨询服务的普遍可及，我省在五个主要城市开设了以男男性行为人群社区为基础的艾滋病咨询检测点，并逐步开展扩大检测活动，同时开展该人群的互联网络干预工作。经过努力，我省总体各类高危人群的艾滋病病毒感染率保持在较低水平，据2011年哨点监测资料显示，艾滋病病毒感染者抗体阳性检出率：男性性接触人群为3.6%、暗娼人群为0.01%、吸毒人群为0.1%、性病就诊者为0.25%，艾滋病基本知识知晓率分别达到了91.7%、94.0%、76.7%和87.8%。

　　为了最大限度发现艾滋病病毒感染者和艾滋病病人，我省已在13个市(地)、133个县(区)全面开展了艾滋病免费自愿咨询检测(VCT)工作。2011年1-10月，全省359个自愿咨询检测室累计提供咨询检测服务81961人次，在这些人群中发现了艾滋病感染者260人。同时，我省将预防艾滋病母婴传播工作和妇幼保健工作结合起来，2011年1-10月，我省已有15余万名孕产妇接受了艾滋病咨询和检测，对于发现的艾滋病病毒感染孕产妇及时采取了母婴阻断措施，孕产妇和婴儿均使用了抗病毒药物阻断。

　　针对艾滋病感染者和患者，我省积极开展了艾滋病免费抗病毒治疗、关怀和救助。全省各地市均成立了艾滋病临床治疗专家组，截止2011年11月20日，全省13个地(市)的88个县(区)开展了艾滋病抗病毒治疗工作，累计有636名符合治疗条件的艾滋病病人接受了免费抗病毒治疗(其中包括7名儿童)，2011年1-10月新增抗病毒治疗196人。通过科学、规范的抗病毒治疗工作，目前我省艾滋病病人治疗12个月依然存活比例达到94.15%，随访完成率为94%，CD4检测完成率为94%，远远高于全国平均水平。各地疾控中心工作人员和社会团体及志愿者组织一起，通过开展各类帮扶活动，为感染者及病人提供咨询服务，帮助他们建立战胜疾病的信心和勇气、提高生存质量、改善生存环境。

　　另外，我省在全省范围内已建立60个国家级艾滋病综合监测点，定期对吸毒、暗娼、男男同性恋者、性病门诊就诊者、长卡司机、孕产妇、青年学生和流动人群8类人群进行血清和行为学监测，及时观察和了解我省不同地区不同人群的艾滋病和性病感染率的变化趋势、掌握艾滋病流行现状。目前，全省已批准建立了573个艾滋病病毒抗体筛查实验室/检测点、9个筛查中心实验室、5个确认实验室，为全省艾滋病防治工作提供了坚实的技术保障。
