卫生部称全球基金并未明确何时撤出中国

　　本报讯（记者吴鹏）对于中国政府对艾滋病社区组织的资金支持问题，卫生部部长陈竺昨日明确表示，“十二五”期间，中国政府公共财政对艾滋病的投入会大幅增加，其中就包括对社区组织的支持。

　　陈竺表示，中国将切实履行“2015年履行并逆转艾滋病流行”的承诺。

　　“全球基金2015年撤出”未证实

　　“全球基金冻结对华援助”事件一度被各界关注，虽然全球基金方面表示，8月底，已经对这笔资金解冻，但是，有媒体报道称，最迟到中国全球基金艾滋病项目结束时的2015年,全球基金就将撤出中国。

　　在昨日举行的“中国艾滋病防治国际合作项目经验交流会”后，卫生部部长陈竺接受本报采访，他回应说，全球基金方面并没有表示哪一年会撤出中国，也没有说项目结束之后会怎么样。

　　全球基金援助中国5.39亿美元

　　2003年来，中国接受了来自全球基金的5.39亿美元援助，这些资金主要用于降低结核病发病率、预防和治疗艾滋病感染及消灭疟疾等项目。

　　去年11月，因认为中国全球基金艾滋病项目的实施过程中，社会组织参与程度不足，并且存在财务管理问题，全球基金冻结了该项目援华资金。

　　到今年5月，全球基金又冻结了结核病和疟疾防治两个项目的援华资金。

　　经过多方沟通和一系列的整改措施，直到8月底，全球基金宣布解除冻结。陈竺说：“我认为我们和全球基金的合作是战略性的，应该是长期的。这种合作是多方面的资源，不光是经费，还包括技术资源、政策的合作等。”

　　社区组织防艾项目将加大投入

　　艾滋病监测检测、母婴阻断，药物治疗等方面经费将增加

　　虽然全球基金撤出的传闻未获官方证实，但在此前的采访中，不同人士曾向本报表示，一个不可争议的事实是，全球基金对华援助资金量将大幅度减少。而全球基金项目有效补充了我国财政对艾滋病、结核病和疟疾防治经费的不足问题，极大地推动了三大疾病防控。甚至有报道显示，目前全球基金项目的覆盖范围已扩大到全国2/3以上县市。

　　有很多艾滋病社区组织、草根组织开始担心，一旦全球基金撤出，会影响社区组织的基层防艾项目的开展。陈竺回应说，我们在“十二五”期间，政府公共财政对艾滋病的投入会大幅度增加，“包括关爱、反歧视、对社区组织的支持”，他同时强调：“艾滋病的监测检测、母婴阻断，药物治疗、宣传教育这方面经费都会大大增加。”对于增加幅度，陈竺称，还在制定规划的过程中，“大幅增加是毫无疑问的！”

　　根据卫生部公布的数字，中央和地方各级财政艾滋病防治专项经费由2006年的14.6亿元增加到2010年的30.6亿元。

　　中国艾滋病感染者和病人达42.9万例

　　昨日大会发言中，陈竺说，截至2011年9月底，中国累计报告艾滋病病毒感染者和病人42.9万例，其中病人16.4万例，死亡8.6万例。

　　“虽然从总体上看，中国疫情仍处于低流行状态，但局部地区和特定人群已进入高流行状态，经性途径传播成为主要的传播途径，特别是男性同性性传播上升速度明显。”陈竺表示。
