柳州防艾关键年 公共场所设安全套发售点将超85%

广西新闻网柳州讯（记者 陈小燕）柳州市城镇居民防治艾滋病知晓率要达80%以上；各县区至少建立1家规范化性病门诊；民政部门要出台行之有效的社会救助政策……昨日，柳州市召开防治艾滋病攻坚工程第三次工作会议，部署了2011年防治艾滋病的各项工作。
据介绍，柳州市目前的艾滋病流行形势依然严峻，疫情呈弥漫性流行，仍有缓慢上升的趋势，面临着不少问题：许多感染者和病人尚未发现；艾滋病传播方式更加隐蔽，性传播已成为主要传播途径；易感染艾滋病病毒的危险行为人群和流动人群的防控工作难度加大；艾滋病疫情正在从高危人群向普通人群扩散，从城市向农村扩散等。
2011年是柳州市防治艾滋病攻坚工程的关键年。会议要求，今年要实现城镇居民防治艾滋病知晓率达80%以上，农村居民达70%以上的目标。要实现旅馆业和娱乐服务场所的规范管理，卖淫嫖娼现象要明显遏制；打击贩毒吸毒行为，完善社区戒毒中心和美沙酮维持治疗门诊的转介机制。要落实预防、推广和使用安全套工程，建立并完善安全套供应网络，提高安全套的可获性和便利性。今年，公共服务场所的安全套或宣传资料放置率要争取达到95%以上，在公共场所区域设置安全套发售点的普及率要达85%以上。要通过外展和同伴教育等多种方式，在暗娼人群中开展预防艾滋病健康教育、促进安全套使用活动，鼓励暗娼接受规范的性病诊疗与生殖健康、艾滋病自愿咨询检测服务；结合美沙酮维持治疗和针具交换项目，对吸毒人群开展安全性行为教育；鼓励和支持社会组织开展男男性行为人群健康干预工作，招募志愿者和同伴教育员，开展防艾宣传活动；各县区至少建立1家规范化性病门诊，为性病病人及时提供规范化性病诊疗服务，免费发放安全套，并提供转介服务。
此外，要建立基层的艾滋病抗病毒治疗体系，完善以就地治疗、家庭治疗和社区治疗为主的抗病毒治疗服务网络。柳北三县要尽快建立艾滋病抗病毒治疗点，提高抗病毒治疗和抗机会性感染的可及性，使病人能够就地管理和治疗，减少传染源的流动性。同时，要出台行之有效的帮扶政策，给予艾滋病病毒感染者和病人生活救济和生产扶持，改善他们的生存环境和生活质量。
