我真的不明白
我叫孙亚，是一名输血感染艾滋病儿童的家长。
几年来一直在向各级政府反应输血感染艾滋病的问题。
去年12.1期间，我和诸多艾滋病患者在北京到卫生部要求国家承认输血感染艾滋病是重大公共卫生安全事故，也到国家信访局反映了我们病友在治疗和生活中存在的问题和困难，希望有关部门能够落实国家相关艾滋病救助政策。
时间一晃三个月过去了，期间我们又数次到郑州市政府反应情况，可总是见不到领导，好不容易见到的接待人员总是说要汇报，在研究，需要时间。问题却始终得不到解决。
汇报、研究、需要时间！相关政策4年前已经出台了，当初制定政策的时候想到过要执行吗？现在已经是我们郑州的病友们向有关方面提出诉求的第四年了，现在还需要时间！
今天3月2号，下午六点后，办事处的人员登门拜访了两趟，同来的还有派出所的指导员和片警。他们劝我能不能不去北京，或者过一段时间再去。
我问他们现在为什么不能去北京？他们说：他们也很同情我们的遭遇，但他们解决不了问题，他们是在执行领导的指示！领导有领导的想法，站的高度不一样，想法也不一样。
领导这个时候出面了，为什么这个时间对领导来说很重要，我真的不明白！
我想我们也不必明白这些！既然领导想到了我们，为什么不解决问题？除了再上北京，我们还能怎么办呢？
劝阻不成，片警就开始做笔录，说是按程序对我进行告知：如果到北京非法上访要受到公安机关的处罚。
我表示按程序办的事情，我配合，我也会按程序办事。
晚上八点半的时候，区疾控中心的领导再次来到家中，虽然事前我们进行过沟通，他们还决定派人一起进京，此时却又犹豫再三地要求能不能晚一天再去！
一天！四年艰辛和努力，得到的只是无尽的等待和失望，一切会在这一天的时间里改变吗？

关于孙亚家庭情况的说明
我叫孙亚。
2002年8月，我的孩子在北京做口腔手术，手术前各项检查正常（包括HIV抗体阴性），其后，输血手术。2003年11月，孩子因严重的肺部感染，被确证为艾滋病晚期。经在医院治疗6个月，病情稳定后，在家休养至今。
根据艾滋病的传播机理，我们所掌握的证据已经充分证明了：孩子患病是这次输血和手术造成的，因此将北京手术的医院和提供血液的血站告上法庭，令人难以理解的是，北京两级法院无视我们所掌握的充分证据（没有任何人对我们的证据的合法性、真实性和关联性提出任何异议），却以被告所提供的所谓的与我们毫无关系的血液已经过检测合格的检测报告的复印件为证据，判我们败诉。我们没有得到一分钱的赔偿，甚至没有得到被告一个字的道歉和同情！
为此，我们前后10多次到北京。我们要求北京中级人民法院重申此案，我们要求北京市中级人民检察院抗诉，我们到北京高级人民法院申诉，但三院对我们提出的质疑都没有给予正面的回答，只是反复以保护所谓的“献血人”的隐私为由，拒绝我们要求对被告证据原件进行质证的合法要求。面对被告提供的存在时间先后顺序悖论的证据，办案的各级法官、检察官总是对我们说：你们要相信司法是公正的，不过事实公正和司法公正有时会有一定差距的。我回答他们：我们正是因为相信法律是公正的，多年以来，才一直努力通过法律途径解决孩子的问题的。我反问那些法官和检察官：根据我们的证据判我们胜诉，难道司法就不公正吗？法律在你们手中，一个患病的儿童竟然讨不回公道！ 你们能告诉我这结果公正吗？
为了给孩子讨回公道，今后我们只有不断地向上反映和申诉了。
目前，孩子因病在家，由于并发症的影响，孩子几乎每天都会无意识地摔倒几次，因而无法上学，加上每天严格的吃饭、吃药、喝水等作息时间表，我们做父母的现在只能被迫在家全天候照顾孩子。
虽然国家从2003年开始对艾滋病病人有各种各样的医疗救治政策，但我们孩子只是从2006年开始才有由中央财政负担的免费抗病毒治疗；2008年开始，孩子加入城镇居民医保，但无法解决孩子的门诊治疗费用，住院报销的比例也非常低；至于有地方政府财政负担的全免费机会性感染治疗，只是在我们进行了两年时间的争取下，于2009年6月按每月390元的标准补发了两年的费用。而现在，孩子每月仅固定的药费支出就近2000多元，几年来为了给孩子治病，我们花光了仅有的一点积蓄，仅现在保存的各种医药费单据就高达13万多元（其中仅抗病毒药物的费用就高达2万多元），大多数费用都是亲友接济的。
现在我家早已负债累累，2008年起我们全家吃城市低保，完全靠亲友接济生活，难道我们全家从此只能生活在最低生活保障之下吗？我们国家领导人不是说：生存权是最基本的人权吗？小青菜都2、3元一斤，这点钱我们全家还能生存吗？我们就这样享受改革开放的成果吗？
即使是在如此的艰难情况下，我们依然坚持政府是我们最后的希望和依靠。近年来，我们联系病友反复到政府部门反应病人们的疾苦，希望政府能根据国家政策，解决病人实际困难，维护社会的和谐和稳定。然而至今没有得到妥善解决，如果这最后的希望也破灭的话，我们将何以生存？
现在，照看孩子、教育孩子就是我们的工作，就是对社会的贡献。如果说孩子的生存长度有限，我们做家长的有权利和义务提高孩子的生存质量，孩子目前的癫痫始终不能很好的控制，极大地影响了孩子的生存质量，是我们全家沉重的精神负担，始终让我们处于精神崩溃的边缘。
我们全家已经日暮途穷，朝不保夕。希望领导能考虑我家的实际情况，解决我们家的生活困难：
1、 解决孩子今后的治疗问题
2、 解决历史医药费问题
3、 执行民政部民发（2009）26号文件
4、 提供我们家庭本地平均工资水平的收入或就业机会
