    新华网内罗毕3月31日电(记者 王雅楠 袁亮)联合国秘书长潘基文31日在内罗毕发布最新全球艾滋病防治进展报告时说,2001年至2009年,全球范围内新感染艾滋病病毒人数较此前下降19%,至少33个国家新增艾滋病患者比例降幅达25%,全球抗艾行动取得显著进展。
    这份名为《为全球普及而团结:为了艾滋病零感染、零歧视、零致死率》的报告指出,自30年前发现艾滋病病毒以来,全球已发现超过6000万感染者,艾滋病还造成2500多万人死亡。
    潘基文在报告中说:“截至目前,全球每天还有7000人感染艾滋病病毒,其中1000人为儿童。全世界所有国家无一例外都没有逃脱艾滋病这一全球性传染疾病的侵蚀。”
    但抗艾方面取得的积极进展依然明显。潘基文说,2001年,全球艾滋病病毒感染人群呈现不断增长趋势,防治药物在大多数艾滋病问题严重国家匮乏。现在,全球艾滋病问题最为严重的10个国家已经实现青年人口感染率下降25%的目标。
    与此同时,2009年全球抗艾资金总投入达159亿美元,这一数字在2000年时仅为3.5亿美元。南非作为全球艾滋病病毒感染者最多的国家,已计划今年投入抗艾资金10亿美元。
    此外,截至2010年年底,接受抗逆转录病毒药物治疗的人数在全球中低收入国家中已达600多万人次,这一数字在2004年时还仅为70万。2009年,全球防治艾滋病病毒母婴传播的医疗服务覆盖比例也首次超过50%。
    尽管全球抗艾取得一定成绩,但问题依然不少。首先,全球抗艾资金缺口依旧巨大,无法获得治疗的人数比例依然较大;其次,尽管全世界90%的国家已宣布积极防止艾滋病歧视现象,但真正对相关领域投入资金的国家不到50%;第三,全世界范围内为妇女抗击艾滋病设有专门款项的国家不到一半。
    潘基文还对全球抗艾行动提出5点建议:充分发挥青少年在抗艾方面的作用;加强实现到2015年在全球范围内普及艾滋病防治等目标的努力;实现抗艾资金投入效益最大化,推出更为有效且可持续的抗艾项目;促进女性的健康、人权及尊严;在抗艾行动中建立“共同问责机制”,以期更好地将承诺转化为行动。
    潘基文将于今年6月8日至10日在纽约联合国总部举行的艾滋病问题高级别会议期间提交上述报告。

But anti-AIDS positive progress achieved in still evident. Ban Ki-moon said that in 2001, the Global HIV infected people show a growing trend, the majority of AIDS prevention drugs in the lack of a serious country. Now, the world's worst AIDS problem in 10 countries have achieved infection rates of young people decreased by 25% target.
    
At the same time, the global anti-AIDS funding in 2009 total investment of 15.9 billion, the figure in 2000 was only 3.5 billion dollars. South Africa as the world infected with HIV than any other country, has planned to fund this year of $ 1,000,000,000 against AIDS.
