默沙东中国总裁：把高品质药品带到中国的每个地方

“我很喜欢四川，2年的时间我来成都不下20次。默沙东的企业社会责任在四川有着源远流长的历史，怎么样让需要的患者用上高质量的基础医疗产品，这是我们需要做的。”
默沙东中国总裁冯纳玺
在服务全球医疗行业近20年之后，2009年冯纳玺先生带着丰富而扎实的业界知识与经验来到中国，领导全球第二大药企默沙东，在中国创造新的制高点。
冯纳玺来中国的两年时间中，正好是中国医改落地推进的时刻。他率领的企业不仅积极参与到中国医疗改革之中，而且其每一次举措，都参与推动中国的医疗改革不断向前。他主动将心血管产品“舒降之”减价52%，让此产品进入国家基本药物目录，希望能够惠及更多地区、包括偏远山区的人们，让更多的患者用上高质量的药品。冯纳玺说，把高品质的药品带到中国的每个地方，这是默沙东的使命，也是企业的社会责任。
借此次默沙东志愿者到都江堰向峨小学奉献爱心的机会，记者面对面认识了一个独具领导力和非凡视野的默沙东中国总裁。
社会责任遍及四川
记者：此次芝麻街工作室、中国青少年发展基金会与默沙东中国三方代表，以及默沙东志愿者，将100套儿童应急知识教育材料送到了四川嘉陵小学和向峨小学师生们的手中，看得出孩子们都很高兴。除了这次活动，默沙东在四川还有哪些公益性项目，成效如何？
冯纳玺：作为默沙东人，尤其是作为在中国的一个企业公民，我们在四川地区一直有持续不断的投资和公益项目。其中最大的一个是中国-默沙东艾滋病合作项目。这是一个集预防、治疗、关怀、支持为一体的艾滋病综合防治合作项目，为期5年，默沙东公司为此投入了3050万美金，共有300多个员工参与到这项工作中。
在中国政府、尤其是卫生部以及当地政府的帮助下，该项目首先在四川省凉山彝族自治州的3个县启动，至2009年已扩展至四川省20个地州，共计62个项目点，为1400万人提供了帮助，直接受益人口达到600万。
中国-默沙东项目是中国迄今为止最大的政府与国外私营企业合作的艾滋病综合防治项目，也是中国政府探索政府与非政府机构之间、公共和私人企业之间进行合作，共同抗击艾滋病的一个重要举措。我们的目的是支持中国政府通过国际合作，更好地开展艾滋病防治作，并探索建立一个综合、有实效、可评估和可推广的艾滋病防治模式。根据进展情况和所获得的经验，依照项目目标和中国政府的防治重点，经双方同意后还会向中国其他地区推广。
记者：默沙东为什么要如此关注四川省，并选择四川作为公益项目的重要实施地？今年在四川还有哪些重要项目？
冯纳玺：我们在四川的企业社会责任实践有着源远流长的历史。四川是一个人口众多的大省，慢性病病患也相对偏多，分布在各个区域。我们希望和政府一起去了解这些慢性病在四川各个区域的分布以及发病的情况。这样的话，大众可以得到更好的治疗，政府也可以减少投入。
除了中国-默沙东艾滋病防治项目，2010年5月，我们和四川省卫生厅签署了另外一项合作协议，在南充市共同启动了关于高血压、血脂异常以及Ⅱ型糖尿病的流行病学基线调查，目标是推动当地乃至四川全省中老年人心脑血管疾病的防治。这是默沙东“社区综合管理项目”的第一步，是政府与企业合作，建立自上而下、深入基层的慢性病预防和管理体系的一次有益探索。这个项目也是国内首个心血管疾病风险因素的综合管理项目。
说到企业社会责任的实践，我们并不仅仅在四川一个地区，默沙东在全国各地都有实践项目。
记者：默沙东有一句话叫做“健康是福”，这句话很深刻地反映了企业文化。这句话是如何融入到企业公益活动和企业经营中的？
冯纳玺：如果您有机会参观我们办公室，会在门口看到一句醒目的话：“我们应当永远铭记，药物是为人类而生产，不是为追求利润而制造的。只要我们坚守这一信念，利润必将随之而来。仅仅发明了一种新药，并非已经大功告成，我们还要探索有效途径，使默沙东的最佳科研成果能够造福全人类。”这是默沙东创始人乔治·默克的话，我们每一位默沙东人铭记于心。
企业利润与公益性在“健康是福”的企业文化中如何体现？我想，一个是通过默沙东的科研，开发患者需要的药品；另一方面，把我们的药品带给世界各地需要帮助的人，特别是要努力把我们的优质产品带给边远地区的患者，提高药品的可及性。这样才能帮助整个社会的进步。
第一个布局全国的跨国药企
记者：未来三年默沙东的未来战略布局如何，会在四川和成都进行什么样的投资？
冯纳玺：对我们来说，首要一点是支持一个国家政府为大众制定的福祉计划。在中国，默沙东会全力支持医改。我们不仅要将我们的药品和服务带到上海、北京、广州这样的大城市，更需要让内陆城市，像四川、西北、东北这些地区的患者获得药品。所以默沙东承诺，默沙东会持续不断地把新产品、新的治疗方案，包括新的疫苗带到中国，带给那些亟待解决的疾病治疗领域。
说到未来三年战略布局，默沙东将继续深耕中国市场。拓展新的业务能力主要有三种渠道，一是加强自身业务，一是寻找战略合作伙伴，还有一种是并购。
与很多企业以自我为中心不同，默沙东强调以病患为中心的企业文化。基于中国东西部发展尚不平衡的现状，我们根据中国各个地区的城市集群建立了十个大区，分别设立区域总经理负责制，我们的西南区总部就是以成都为中心。应该说，默沙东是第一个布局全国的跨国药企。
全力支持中国医改
记者：近两年中国政府在大力进行一些医疗改革的措施，缓解百姓看病难、看病贵的问题。作为国际药企，默沙东是如何对待此次医改的？
冯纳玺：中国政府的医改史无前例！因为它要建立一个全面覆盖的医疗健康保障体系，这在全球其他国家都是没有的，非常值得称赞。据我的理解，发展中国家的医改通常是建立初期的医疗体系，而中国已经开始建立基本覆盖全国的医疗体制，尤其是建立国家基本药物制度。这轮医改的目的就是要解决药品的可及性、提高医保的全民覆盖面，以及缩小东、西部医疗环境的差异。
所以，如何帮助中国政府建立一个基础护理的层面，也就是我们说的社区诊疗体系；怎样把我们的新产品、新疫苗带到中国市场，为更多需要的患者服务；同时，怎么样让需要的患者使用上我们的产品，这是我们应当帮助政府一起去努力的。我们会与中国政府一起携手合作，全力支持政府基本药物制度的改革和建立，把医改推行到各个省市州县。
记者：默沙东药品不仅仅要带到发达的东部沿海地区，更要深入到贫困地区去。如何惠及更多中西部地区尤其是贫困地区的老百姓，默沙东有什么样的措施？
冯纳玺：中国东西部差异很大，但中国政府已经在致力于改善西部的医疗水平。中国政府有强大的执行力，基本药物制度是医改关键的一步，它在不久的将来就能给患者带来实实在在的好处，在解决老百姓“看病难、看病贵”的过程中发挥重要作用。
国家基本药物制度是医疗改革的重要举措，默沙东对此全力支持。在有关市场零售指导价格的文件公布后，默沙东积极响应政府号召，主动把我们一款治疗心血管疾病的药物舒降之（辛伐他汀）降价52%，这是首个降价进入国家基本药物目录的外资原研药。虽然我们的利润下降了，但更多的医疗机构、尤其是在初级社区卫生中心就诊的患者也能用上高质量的原研药。
说到怎样惠及更多的病患，早在20年前，默沙东中国已经开始努力，那就是向中国转让乙肝疫苗技术。当时中国乙肝发病情况非常严重，根据卫生部公布的数据，上世纪80年代末，中国乙肝表面抗原携带者约有1.2亿人，也就是说，每10个中国人中就有一个是乙肝病毒携带者。当时每年出生的2000万新生儿中，近十分之一的婴儿受到乙肝病毒的感染。默沙东在1989年与中国政府达成技术转让许可协议，向中国提供当时世界上最先进的基因工程乙肝疫苗生产技术，时至今日，这些技术和设备仍在高效运作，造福中国人民。
现在，每个孩子一出生就可以接受免费的乙肝疫苗接种。中国疾病预防控制中心2006年数据显示，中国人群乙肝表面抗原携带率已经降至7.18%，大大低于1992年的9.75%。5岁以下儿童的乙肝表面抗原携带率更大幅下降，降至0.96%。

儿童应急知识教材在川首发
4月20日，芝麻街工作室、中国青少年发展基金会与默沙东中国三方代表，以及默沙东公司的40名志愿者，将100套儿童应急知识教育材料送到四川省都江堰市向峨小学师生的手中。
自2010年12月中旬项目启动以来，三方针对“紧急情况的应对”这一主题设计了具有国际水准的全套教材，包括游戏、活动项目列表、互相关爱指南以及儿童活动手册等。教材还经过教育领域咨询专家的参与和评估，确保对中国儿童及其所在社区的适宜性和有效性。
目前，首批1050套教室用儿童应急知识教材和42000套个人教材已经制作完毕，并向四川、云南、河北、甘肃、广西及贵州六个省、自治区的200所希望小学发放，包括都江堰向峨小学在内的40000名儿童将从中受益。最终，该项目将面向中国15个此前遭遇严重自然灾害或易受灾地区，分发75000套应急准备材料，合计将有100万灾区儿童受益。
