第65届联大通过艾滋病问题新的政治宣言

中新网6月13日电 据卫生部网站消息，第65届联大艾滋病问题高级别会议10日通过了一份题为《关于艾滋病毒/艾滋病问题的政治宣言：加大行动力度，消灭艾滋病毒/艾滋病》的成果文件。
2011年6月10日，为期三天的第65届联大艾滋病问题高级别会议在纽约联合国总部闭幕。会议闭幕当天通过了一份题为《关于艾滋病毒/艾滋病问题的政治宣言：加大行动力度，消灭艾滋病毒/艾滋病》的成果文件。
据悉，这是在2001 年联大特别会议通过《关于艾滋病毒/艾滋病问题的承诺宣言》和2006 年联大《关于艾滋病毒/艾滋病问题的政治宣言》基础上，旨在进一步加强消除艾滋病努力的新的政治宣言，在与艾滋病问题相关的预防、治疗、关爱与支持等诸多方面提出了一系列雄心勃勃的目标和承诺。
宣言表示，各国政府将加强政治意愿和领导力，在各个层面上与所有利益相关方开展合作，采取大胆、果断的措施，在与艾滋病问题相关的预防、治疗、关爱、支持、研发、人权、投入等各个方面加强努力。
宣言提出了多项具有明确时间限制、可衡量的目标。其中包括：到2015年，将艾滋病通过性传播的病例数减少一半；将艾滋病通过毒品注射传播的病例数减少一般；确保没有婴儿出生时携带艾滋病毒；使1500万人能够获得抗逆转录病毒治疗；将死于结核病的艾滋病毒感染者人数减少一半。
宣言呼吁各国加大艾滋病防控的资金投入，吁请医药公司采取措施，确保及时生产和交付价格适中、质量好、有效的抗逆转录病毒药物。宣言还鼓励各国为落实承诺而加强合作，分享信息、研究成果和经验，并要求联合国秘书长每年就落实宣言的进展向联大递交报告。
中国卫生部副部长尹力率中国代表团出席了本次联大高级别会议。

Declaration that governments will strengthen the political will and leadership at all levels with all stakeholders to cooperate, to take bold and decisive measures, and AIDS-related prevention, treatment, care, support, research and development, human rights, strengthen its efforts into other aspects.
Declaration sets out a number with a clear time-bound, measurable goals. These include: By 2015, the spread of AIDS through sexual reduce by half the number of cases; the spread of AIDS through drug injection to reduce the number of cases generally; ensure that no infants were born with HIV; to 1,500 people access to antiretroviral treatment ; will die of TB in HIV-infected persons reduced by half.
Declaration calls for greater funding of AIDS prevention and control, and calls upon pharmaceutical companies to take measures to ensure the timely production and delivery of affordable, good quality, effective anti-retroviral drugs. Declaration also encouraged States to implement the commitment to strengthen cooperation, share information, research and experience, and requested the UN Secretary-General on progress annually on the implementation of the Declaration submitted a report to the General Assembly.
