人民网济南7月14日电 艾滋病哨点监测是艾滋病疫情监测工作的重要组成部分，通过开展艾滋病哨点监测，能够及时有效地掌握本地区不同人群中艾滋病流行现状及相关信息，为预防和控制艾滋病的传播与蔓延提供科学依据。2004年莱芜市设立省级艾滋病常年综合监测点2处，2009年，在市皮防所和市妇幼保健院分别设立了性病门诊男性就诊者和孕产妇国家级艾滋病监测哨点，每年都对目标人群进行血样检测和问卷调查。经过几年的运转，积累了大量的监测数据，为推断我市特定人群HIV感染流行水平及开展疫情评估提供了重要参数。
为提高艾滋病哨点监测工作质量，确保监测网络及时有效运转，市卫生局主要做了以下工作：
一是开展基线调查。市、区疾控中心分别于2007年6-7月和2009年7-8月，对市直、两区、建城区内医疗卫生资源和公共娱乐场所分布状况、服务范围等进行了摸底调查，摸清全市艾滋病防治医疗卫生服务资源和高危场所分布状况，为开展艾滋病哨点监测工作提供翔实的背景资料。
二是完善措施，规范管理。我市在2005年就制定下发了《关于加强艾滋病哨点监测工作的实施方案》，对各哨点单位的职责分工做了明确规定，并制定了奖惩措施。2010年，制定印发了《莱芜市艾滋病哨点监测管理规范》，进一步明确和规范了艾滋病哨点监测的工作原则、部门职责、工作流程、督导考评等考核机制，促进了哨点监测工作的顺利开展。
三是明确职责，规范流程。我市两类人群监测哨点均设在市直卫生机构，市疾控中心和哨点单位按照职责分工共同承担哨点监测任务。市疾控中心负责技术指导、人员培训、质量控制、血样检测、督导考评、数据录入，结果反馈等项工作，并为哨点单位提供足量的问卷调查表、采血器材等；各哨点单位安排固定人员负责对目标人群进行血样采集及问卷调查。在实验操作中，我市建立和完善质量管理体系，严格按照《全国艾滋病哨点监测实施方案》、《全国艾滋病检测技术规范》及试剂说明书进行血样采集、保存和实验操作，从而保证了检测结果的准确可靠。
四是加强督导，提高监测质量和效率。为及时掌握艾滋病哨点监测开展情况，发现和解决工作中的困难和问题，每年市疾控中心均抽调专业技术人员组成督导检查小组，到各艾滋病监测哨点单位进行督导检查，现场核对调查问卷质量和血样采集情况。利用每次到哨点收集问卷和血样之际，与监测哨点的门诊医师、血样采集人员进行交流和沟通。在每年监测周期结束后，根据各监测哨点门诊完成数量和质量，为工作人员发放劳务补助，进一步调动工作人员的工作热情，推动艾滋病哨点监测工作持续、有效开展。（王静）
