山清水秀的河池巴马瑶族自治县素来享有世界长寿之乡的美誉。为保护这片健康净土，增强农村防艾意识，2010年起巴马甲篆乡创建了农村防艾自治示范区，通过“内外兼修”多元举措筑起了一道坚固的防艾大堤，实现了自治模式实施以来未新增一例艾滋病人的目标。
留守村民：自治机制拉开宣传经纬网
“艾滋病毒最造孽，导致人类能毁灭；三大途径来传播，性乱吸毒和输血”。在巴马防艾自治示范点甲篆乡拉高村善屯里，每到集会或农闲时候，就有不少村民到防艾中心户李正妈家集中收看防艾快板节目。李正妈告诉记者，为保障村民学习防艾知识进度和管理上的便利，村委会以村民小组为单位建立了“村委（村卫生室）—防艾村民小组—联系户（中心户）—村民” 防艾网络，每家每户的防艾宣传工作都有专门的小组长负责。“我们这组一共12个人，组长会定期对每个小组成员的防艾学习情况进行摸底，确保不漏掉一人。”
“‘妇女之家’还会定期给我们妇女进行防艾的学习培训。”李正妈补充道。原来，为全方位覆盖示范区宣传面，各村委建立了联动帮扶机制。县乡村妇女组织以“妇女之家”为阵地，建立了一支庞大的“永久牌”防艾“娘子军”。每当农闲或晚上，“妇女之家”便成为艾滋病防治的学习场所，在这里她们学会了怎样宣传、预防艾滋病。“现在姐妹、朋友们见面大家都会互相提个醒，再也不像以前一样不好意思开口说了” 。此外，联动帮扶在老人、青年当中也建立起来，与防艾自治小组一道拉开了宣传的经纬网。
流动人群：爱心联动搭建防艾健康桥
“你们在外面要洁身自好，这可是个让人家破人亡的病”。现在每次与在外打工的儿女通电话，罗根民都不忘提醒家人。目前巴马地区共有4万打工大军，为有效预防外出务工人员因自制力不足而染上艾滋病，县委打出了“亲情牌”。据巴马县宣传部部长黄雷介绍，除了号召村民通过亲情电话向爱人、儿女宣传防艾知识外，巴马县还把防艾知识编成短信，通过党员远程教育网络的手机党支部平台发送给每一个外出务工人员，让他们了解艾滋，通过“自尊、自爱、自律、自防”做到远离艾滋。
在拉高村还有另一批庞大流动人群——“候鸟人”，他们是慕巴马养生之名而来的外地人，旅居时间一般在两个月以上。为确保这些“候鸟人”与本地村民远离艾滋病，县卫生局展开多举措积极推动“候鸟人”与村民一同建立健康档案。一方面与导游或候鸟人入住的东家联系，了解候鸟人的健康状况，实行入住健康证查验制度；另一方面对候鸟人进行免费健康体检，为其建立健康档案。
“建立健康档案好啊，利人利己的事情，当然乐意啦！来巴马以后我这失眠症立马就好了，这么神奇的地方值得所有人保护。”来自陕西的黄女士和同伴纷纷表示接受健康档案的建立。据坡纳度假村旅游服务中心经理韦炜介绍，目前坡那度假村已有一半左右的“候鸟人”建立了健康档案，“我们会通过宣传的方式让旅客尽量建立健康档案，不愿建立的住户我们也不会勉强”。
基层党员：防艾工作主力军
在善屯村民集会的凉亭里，记者看到防艾小组副组长罗根民正给村民解说防艾知识，“听村卫生室的人说，现在一些农村也有艾滋病了，而且是50岁左右的未婚男性居多，希望大家要洁身自爱，见面了互相提个醒”。“这些防艾知识是不是定期有人给你们上课培训？”听到记者这个问题，罗根民笑着说：“以前是，现在不用那么麻烦了，通过村委的远程教育网络就能了解到各种防艾知识，刚刚看的快板也是通过远程网络收看的。”
