l Improve basic economic systems: IPR protection and encouragement of economy of fusion ownership.
l Establish market system: improving the mechanism for market to play a major role in pricing.
l Macro regulation: exercising fully and properly the government function.
l Taxation rules and regulation reform: setting up the system that matches the fiscal power and administrative authority.
l Land reform: establishing the land market that integrates both cities and rural area for construction purpose.
l Urbanization reform: promoting the fair exchange of basic economic elements between city and rural area while allocating properly the public resources.
