疾病无国界 中美卫生合作有利世界和平与发展

随着全球经济一体化，疾病已无国界，面对公共医疗卫生领域的巨大挑战和机遇，中美两国拥有广泛的合作空间。双方加强卫生合作，不仅有利于建设面向21世纪积极合作全面的中美关系，造福两国人民，更有利于世界和平与发展。这是国家卫生部官员近日对中美卫生合作做出的评价。
他称，中美两国卫生管理层在去年6月举行的“中美卫生政策论坛”上已达成的共识：健康是人类永恒追求的目标，良好的卫生保健不仅可以保护和增进人们的健康，而且有利于社会经济持续平衡发展。近年来新出现的传染病与传统传染病、慢性病对人类健康造成巨大威胁，也挑战着各国的医疗保健体制。因此，中美双方共同研究和致力于解决疾病防控问题，特别是涉及全球的卫生健康问题，具有重大意义。
他指出，在过去20多年中，中美两国卫生进行了有效的交流，双方在医学科技、人员培训、新发传染病防治以及食品安全和药品管理方面开展了广泛的合作。去年发生甲型H1N1流感期间，中美互向对方疾病控制中心派出人员，每天都进行信息交流。
据知，中美两国政府间卫生合作协议与合作机制奠基于上世纪70年代。根据1979年1月两国政府签订的科学技术合作协定，两国卫生部首次签署了中美卫生科技合作议定书，目前已七次续签。
从2002年起，双方在议定书框架内，先后签署《关于艾滋病合作项目谅解备忘录》、《关于建立新发和再发传染病合作项目的谅解备忘录》，《卫生健康医药科学合作谅解备忘录》以及《关于加强传统医药领域的科技合作意向书》。
两国在艾滋病防治领域开展的全方位、多层次和多学科研究取得了实质性成果。其中由美国克林顿基金会，比尔及美琳达·盖茨基金会和美国默克公司等非政府组织开展艾滋病防治项目，在实施地区有效降低了艾滋病流行、降低了高危人群的新发感染。
2005年两国建立了双年度部长级会晤机制，启动了新发和再发传染病合作项目，针对非典型肺炎、流感、登革热以及虫媒及人畜共患病，加强传染病流行病学、预防、控制、诊断和治疗方面的研究与能力建设，提高了发现、应对和处理新发及再发传染病的能力。
此外双方还签署了食品药品监督管理年度工作计划，开展以法规交流、人员培训为主的合作活动，围绕药品临床质量管理规范、医疗器械生产质量管理规范、体外诊断试剂法规和非处方药监管等内容举办了培训班；2006年双方达成补充替代与传统医药(中医药)研究合作意向，将38个病种的临床研究列为优先项目。
展望中美卫生交流与合作前景，这位官员建议：双方在全球卫生领域相互支持、配合，推动透明的信息交换和合作机制的建立；推动医疗保健体制的改革，交换有关改革信息，改善医疗服务的可及性和质量；加强卫生人力的培训与开发。(完)
