2010年12月1日上午，温家宝总理来到中华红丝带基金在凉山州昭觉县四开乡中心校的红丝带栋梁班，看望父母因患艾滋病去世的41个孤儿。总理深情地对孩子们说，你们虽然失去了父母，但如今生活在一个大家庭，大家都是兄弟姐妹。经历过不幸后，你们会更勇敢，更坚强，你们一定会有一个美好的明天。他还给同学们赠送了一批书籍，鼓励他们发奋努力，好好学习。随后，温家宝总理牵着同学们的手，走到学校操场中间。同学们深情地唱起欢迎远方贵宾的彝族民歌。温总理深情地说：“我不会忘记这一天。我会想念你们。”

中华红丝带家园
中华红丝带基金根据自己的宗旨、社会的需求以及捐款人的意愿，设立了一系列的公益项目。其中目、中华红丝带爱心教学楼项目、凉山州艾滋病防治项目已经成为了具有一定知名度的公益项目。
中华红丝带家园
中华红丝带基金出资538.77万元捐建的第一个项目——中华红丝带家园位于河南省驻马店市上蔡县，目前在这里生活学习的孤儿有87名，家园的建立为当地因艾滋病致孤的孤儿提供了一个良好的学习和生活环境。该项目荣获民政部2005年度中华慈善奖。
中华红丝带爱心教学楼
云南省陇川县地处我国西南边陲，紧邻“金三角”毒品集散地，受毒品过境等因素的影响，引发了艾滋病的传播。为了帮助陇川县更多的艾滋病致孤孤儿走进校园，基金捐建了中华红丝带爱心教学楼项目，首批安置了138名受毒品、艾滋病影响的孩子。
凉山州艾滋病防治项目
凉山彝族自治州位于
川省西南部，是全国最大的彝族聚居区和四川省民族类别最多、少数民族人口最多的地区。近年来，受到毒品过境影响，凉山州已经成为我国艾滋病流行疫情较为严重的地区之一。
中华红丝带基金于2010年在凉山州实施了红丝带栋梁班、红丝带村级卫生室、红丝带母婴营养资助等三个公益试点项目。2011年，基金在昭觉县建设艾滋病抗病毒治疗中心，提高艾滋病抗病毒治疗水平和综合服务能力，降低艾滋病感染者和病人死亡率，延长生命。

为了更加广泛、深入的在农民工群体中开展艾滋病防治宣传教育工作，中华红丝带基金于2010年9月27日启动了面向农民工群体开展的“红丝带健康包项目”。31元/个（含包和包中资料及用品，捐赠1万个以上可冠名生产）
故事
在中华红丝带基金的资助下，2010年8月8日，凉山州栋梁班的孩子到北京、上海参加夏令营。在红丝带夏令营结束后，凉山州一位名阿西伍呷的小女孩给黄孟复主席写了一封信，向黄爷爷介绍她眼中的北京和世界。这封信不仅感动了黄主席，也感动了很多有爱心的企业和个人，纷纷慷慨捐款捐物为孩子们创造更好的学习和生活的环境。
一封大凉山孩子的来信
敬爱的黄爷爷：
您好。您还记得我么？8月8号那天，我从凉山带来一只土豆给您，当我坐在您的怀里，您对我笑得很和ai（应为“蔼”），还问我读几年级啦，几岁啦。后来老师告诉我，您就是一直关心我们的黄爷爷，原来您是那么亲切呀。
那天，我一下火车就发现楼梯会自己动，原来手伸到管子底下，就有水流下来可以洗手，大楼里还有一个小盒子，只要按下一个数字，它就会带我们去那个楼层，比我们走路快多啦！老师说，这个叫电梯。
今天一早，我们去天安门看升国旗，我还向xian（应为“鲜”）红的国旗敬礼，天安门安静极了，只有国歌声，我觉得做一个中国人真自豪，在长城脚下，我们都dai（应为“戴”）上了红领巾，我也是一名光荣的少先队员了，我很jiao、ao（应为“骄傲”）。
这两天，志愿者大姐姐教我用电脑，在电脑上，我看到了我和一个漂亮的大姐姐的照片，叔叔阿姨说，那位大姐姐是大明星章子怡，全世界好几亿人都看到了我和她的合影，我现在也是个名人了，真的么？
对了，我想对所有关心过，帮助过我们的人们说一声谢谢，我会好好学习，希wang（应为“望”）将来能做一个老师，总有一天，凉山也会有自己动的楼梯，有自己出水的水管，能和全世界一起玩的电脑，这是我最大的心愿。
昨天晚上，我折了一只很漂亮的纸飞机，老师说，在纸飞机上写下心愿，到长城上去放的话，心愿就会实现。今天，我在长城上看着纸飞机飞出去很远，我想，我的这个梦想一定会实现的。

继续扩大在凉山州“红丝带栋梁班”项目覆盖范围，结合民族地区学生特长开展专长教育，成立红丝带儿童艺术团，培养有艺术天分的孩子。
红丝带卫生室
继续扩大村级卫生室建设，将医疗卫生资源下沉到基层，让高发区的村医能够督导、随访感染者。
健康包“百校进千企”
2011年2月25日，“红丝带健康包‘百校进千企’”启动，该项目将通过高校志愿者带着健康包走进企业、工厂、工地、社区，为外来务工人员讲解知识，共同筑起一道艾滋病防线。
昭觉艾滋病抗病毒治疗中心项目
中华红丝带基金出资430万在昭觉县建造一所艾滋病抗病毒治疗中心，帮助昭觉县及周边需要接受抗病毒治疗的艾滋病患者。凉山州母婴阻断项目
通过“红丝带待产点”、“红丝带母婴平安包”等形式对四川凉山州育龄孕产妇进行资助，提高她们住院分娩率和HIV检测率，配合政府加强母婴阻断工作，避免新生儿感染艾滋病。
要对艾滋病有正确的认识
黄孟复
记者：中华红丝带基金这些年在中国防控艾滋方面做了很多工作，2005年是由全国工商联和20多家企业共同筹建的，这些企业为什么会把关注点放在艾滋病领域呢？
黄孟复：这件事就充分体现了中国民企参与公益事业的热心。当时艾滋病形势相当严重，有些民营企业家跟我讲，我们是不是要为防艾做点事，于是，大家就一起努力成立了中华红丝带基金。
记者：是民营企业家主动提出来的？
黄孟复：对，他们主动表示说我们企业能做点什么。我说好，全国工商联来帮你们组织。当时也是在两会开完以后，几十个民营企业家就商议成立一个民间组织，当时国家已经有带有艾滋病字样的基金会，我们再起个名，就叫“红丝带”，“红丝带基金”就这样成立起来了。
记者：这些企业在防艾这个相对专业的领域里，除了捐款外，还会有什么实质上的参与行动呢？
黄孟复：民营企业有很多工人，其中很大一部分是流动人口，而这个人群也是防艾要重点关注的人群，在这方面企业会对自己的员工做很多宣传倡导工作。
记者：救助艾滋孤儿也是红丝带基金项目中很重要的一部分，教育上可以通过资助进行，但离开学校面举�就业，有什么办法进行帮助吗？
黄孟复：他愿意的话，我们可以帮助解决就业问题，我们企业都可以吸纳。企业在这方面的参与会一直持续，没有什么时候是结束的概念。
记者：以前我采访过中国最早期治疗艾滋病人的医生，尽管知道日常接触不会有问题，但这位医生承认他在接触第一个艾滋病患者的时候也有过短暂的恐惧感，不知道您最初接触艾滋病患者的时候有没有这种恐惧？
黄孟复：我还没怎么接触发病比较重的人，接触较多的有受感染的小孩子，我觉得他们很好，艾滋病传染有三个明确的途径，血液、性、母婴，除此之外的日常接触完全没问题，所以，我感觉很正常。像我们温总理去医院也一样跟艾滋病人握手谈话，这都是正常的。
记者：从上个世纪90年代到现在，虽然媒体一直在宣传，但这么多年，社会上仍然有非常大的对艾滋病的歧视，您认为根本原因是什么？
黄孟复：中国人对艾滋病的态度，首先会质疑你为什么得病，这是道德问题，觉得你得了这个病人品就一定有问题，再加上对�滋病还是不够了解。去年曾有过感染者当不成老师的事件。对艾滋病的正确认识和对病人的尊重，在中国社会仍然需要一段时间，或许要经过一代人的努力后才有西方国家那种比较平静客观的态度。虽然因为歧视，防艾的工作会有更大难度，但也正因为如此，我们所有人更要努力，把这个过程缩短。
项目好社会才关注
谢经荣
记者:您是学者型领导,从学者的角度来讲,您认为我们现在公益人才队伍怎么样？
谢经荣：就红丝带来说，在项目运作上人才还是匮乏的，而在项目的具体实施上，比如，我们在凉山州的项目，当地少数民族比较多，但对艾滋病的知晓率非常低，我们在当地开展项目，寻找不到相应的人才。所以，无论是红丝带本身还是项目开展地，人才还是比较匮乏的。
记者：那这种在当地没有相应人员配合的问题如何解决？
谢经荣：目前我们积极与政府配合，与当地学校、疾控中心等携手，结合当地现有人力和资源，共同推动防艾工作的开展。今后，也会积极对当地人才进行培训，比如对当地的医护人员进行培训，提高业务水平，在当地起到积极的效果。我们定位自己是个组织者，很多工作依靠基金自己是实现不了的，我们会积极动员企业家、高校学生及相应公益组织等资源，配合政府来完成这项工作。
记者：目前，红丝带基金本身人才匮乏主要体现在哪？
谢经荣：比如医学技术人员，我们就比较欠缺，我们也在积极地建立起专家组，希望今后能带领我们的专家组到各地把相应的医学知识传授下去，为当地人群的认识能力和医护人员业务能力的提高起到作用。同时，我们在项目实施过程中，也感觉在项目管理人才上有欠缺。
记者：在业务开展和人才资源建设上，有没有考虑向一些有经验的同行借鉴？
谢经荣：对，我们也在和相关同行积极联合，比如联合国艾滋病规划署等，我们也在交流，希望能把各方好的经验和资金等进行有效整合，一起推动这个事业。
记者：目前筹款情况怎么样？新的一年除了项目有所拓宽外，原有项目还有哪些需要持续做实？
谢经荣：筹款情况比较乐观，无论是企业家还是民众，只要他们能看到你真的是在认真做一件善事，而且真的能够做好，大家还都是愿意参与的。在项目做实上，我们现在觉得母婴阻断要做得更踏实，因为凉山当地少数民族较多，对去医院生产还不完全能接受，这一方面我们要做得更深入，保证新生儿的健康。
防控艾滋：政府牵头全社会参与
许荣茂
记者：今年两会，您的提案是《进一步加强艾滋病防治社会参与》，以前是否提过关于医疗卫生方面的？为什么这次要提关于艾滋病的？提案的初衷是什么？
许荣茂：以前没有提过，我现在是中华红丝带基金执行理事长，更加关注艾滋病领域的情况，现在中国的艾滋病情况还是很严峻的，我们作为民营企业，很多员工本身就是流动群体，防控艾滋病是我们义不容辞的责任。
记者：我看您的提案中重点提出了加强政府财政支持社会力量参与艾滋病防治方面，同时也提出加强对各个层面参与的动员，你是怎么看待艾滋病防治“政府牵头领导”和“动员全社会参与”这两方面的关系？
许荣茂：防控艾滋应该两个层面一起做，一个是政府，一个是全社会，因为公共卫生是政府主导，但这个病患群体则是在民间，因此这个工作一定是需要政府和全社会一起合力进行。政府在政策上、在制度上、在大的方向上给予推动、引导和支持，全社会共同来关心帮助这个群体，这样才能形成完整的对艾滋病关注的氛围。
记者：能否谈谈您对这项提案最终最好的和最坏的一个预期结果？
许荣茂：我还是很乐观的，这是一件好事，政府当然没有理由不支持。
记者：听说世茂有很多员工志愿者也在参与红丝带的具体工作，您是怎么看待由“企业家参与”转变为“企业全体参与”的？
许荣茂：企业家参与了企业全体就很容易参与了，员工献身公益是好事，员工爱做公益了，企业的凝聚力就强了，有益无害。
记者：我看过一些照片，您拉着那些艾滋孤儿的手，弯下腰来和他们交流，很亲切，如果有一个非常有才华、而且也是您非常需要的人才，他是感染者，您会让他在身边工作么？
许荣茂：会，绝对没问题。
