国际太阳能学会主席莫妮卡揭密黄鸣竞选（转载）

11月16日，由国际太阳能学会（ISES）主办的“国际太阳能技术科学院落户中国太阳谷暨太阳能3G技术全球发布会”在中国太阳谷举行。国际太阳能学会主席莫妮卡·奥丽芬特亲临现场，为首个顶级太阳能科研机构——国际太阳能技术科学院揭牌，并发表了热情洋溢的现场致辞，特此转载。

非常高兴再次来到中国，来到生机勃勃的中国太阳谷，回想两年前的情形(2007年北京太阳能大会时我第一次来德州)，我只能用两个词来形容我的感受，那就是“震惊”。我们的副主席黄鸣先生以及在座的各位所做的一切，让我可以肯定的说，这里蔚为壮观的可再生能源建筑将举世闻名。中国太阳谷众多发展可再生能源建筑的理念，及倾心建造的能效更高的国际酒店（太阳谷微排国际酒店）和世界级会议交流中心的决心，更是向全世界传达了一个重要信息，那就是为了可再生能源事业我们大有可为。

当我走进中国太阳谷，看到壮观的日月坛·“微排”大厦时，我在心里对自己说：“黄鸣副主席真的很棒！”在这里，我插一个小故事，就是黄鸣先生当选为国际太阳能学会副主席的事情。黄先生在做竞选演说时，不用说中国太阳谷的整体规划，单是日月坛、蔚来城的理念和效果图，就深深地打动了包括我在内的各位评委，而黄先生的激情和对太阳能真诚的热爱，让我们坚信他会对世界太阳能产业的发展做出更大的贡献，应该被纳入到学会的核心管理层。幸运的是，最终我们发现符合条件的候选人只有一位，那就是黄鸣先生，因此他当之无愧地当选为国际太阳能学会的副主席。

众所周知，中国在很短的时间内迅速崛起，成为可再生能源领域里的领军国家，并致力于2020年可再生能源利用占比达到15%以上的目标，达到此目标虽任重而道远，但却振奋人心。这一切都值得其它发达国家学习，目前中国已经发展成世界上最大的太阳能热利用基地。皇明作为中国最大的太阳能热利用基地，拥有国家专利600百余项，并承担和参加了130余项国家级课题项目，真是不可思议，还有更让我震惊的是皇明打造的太阳能技术检测中心，从小到一个硅胶圈、阀门管道大到太阳能整机检测以及各种破坏性试验、气候模拟试验等等检测项目共达1000多项。这些检测标准成就了这个企业最高端的产品。比如，皇明自主研发的真空管、热水系统及太阳能光伏、光热发电产品，真正的把太阳能利用最大化，这在太阳能史上留下开创性的一笔。

今天，借此机会向大家正式表明，那就是国际太阳能学会非常支持在中国太阳谷设立世界首个太阳能顶级科研机构：国际太阳能技术科学院，原因就在于这里聚集了太阳能领域的顶尖技术，是一个集中展示太阳能利用拥有浓郁科研氛围的地方，中国太阳谷将从这里崛起！

所以，学会非常愿意将以下活动授权给我们杰出的国际太阳能学会副主席黄鸣先生，这些也都是黄鸣先生提出的：在全球范围内，进行可再生能源的科普教育及培训、建设可持续和低排放示范城市和工程、在城市农村大力推广可再生能源等。从中我们认识到，黄鸣先生是一位具有领袖风范和受人尊重的实业家，他已经在可再生能源领域展示了他杰出的成就，因此，国际太阳能学会非常期待能与黄鸣先生一起，共同将他的理念变成现实。

女士们、先生们，太阳能事业是一个寄予这希望的产业，我们还有很多事情要做。那么就让我们一起为了这一伟大而光辉的事业共同奋斗！

IESE建立于1954年，是世界上可再生能源领域最早最权威的非赢利的会员组织，它的30000多位会员遍布世界110多个国家，在世界范围内有50个负责学会当地事务的国家分部。它致力于发展能够使可再生能源得到有效利用和实际应用并进行科普教育的组织。建立之初，学会只把关注点放在了直接利用太阳能方面，但随着不断的发展学会所关注的领域已经涉及到了可再生能源的各个领域。学会作为一个全球性的组织，不管是在科研方面还是提高可再生能源市场接受率方面它在都起到了很重要的作用。

Ceremony for 3G and International Institute of Science and Technology Launch - Dezhou Solar Valley, 16 November 2009

Mayor Wu, distinguished guests, media friends, ladies and gentlemen.

It is a real delight to be here in Dezhou Solar Valley today. It is 2 years since I was last here and I am so impressed with what you and Mr Huang Ming’s vision have achieved this time. This is an amazing place and has beautiful buildings which I am sure will become world famous. The concepts you have developed here by using a high percent of renewable energy and your attention to the detail of energy efficiency to run a large hotel and convention complex will deliver a very important message to the world of what can be done.

When I set foot on Solar Valley and caught sight of the fabulous Sun-Moon Mansion, I thought – “Mr Huang is really something!”

By the way, I would like to tell a story about Mr Huang. When he gave his ISES campaign speech, his comprehensive plan of the solar valley and the sketch design of the Sun-Moon Mansion and Utopia Garden impressed the Board greatly. Further more his passion and dedication to the world solar energy industry assured us that he should be part of the ISES Executive. Fortunately the outcome of our new electoral system came up with the result that only one candidate could meet the requirements and that was Mr Huang Ming and so of course he was elected.

As you all well know, China in a very short time has become a leading nation in the development of Renewable Energy and aims to have the goal of 15+ % of its energy from renewable sources by 2020. An ambitious and very large target that is impressive and one that should be followed by other developed nations who have not yet done so. China is the largest global producer of solar water heaters,

Himin Solar as the largest manufacturer of solar thermal products in China, and therefore the world, has over 600 national patents. Himin undertakes more than 130 national research subjects and has established a testing centre for quality control involving over 1000 items, all parts of solar water heaters, such as silicon rings, valves, destructive testing and climate simulation etc. The very strict standards compiled by Himin have resulted in high quality products, from vacuum tubes to solar water heating systems, from energy efficient glass to coated steel tubes.

It is my honor to announce that ISES supports the establishment of the International Solar Institute of Science and Technology in the China Solar Valley - the reason being that many of the advanced solar technologies are or will be demonstrated here, providing a good learning environment.

The Society is pleased to support the development in China of the following initiatives outlined by our eminent ISES Vice President for Industry Mr Huang Ming:

The Centre will be involved in;

International renewable energy training
International sustainable and low emission model projects for cities, and
Rural and Urban planning.

We look forward to working co-operatively with Mr Huang Ming in bringing his visionary concepts to reality. In doing so we recognize that Mr Huang Ming is a leading and respected industrialist in China who has already demonstrated outstanding work in the field of renewable energy. The ISES Board of Directors looks forward to collaborating with him in fulfilling his visions.

There is much work to be done in harnessing the power of the sun in an efficient and cost effective way in order to reach our goal of a Renewable Energy World and we look forward to addressing the challenges together.
