陈竺出席艾滋病和病毒性肝炎等传染病防治汇报会

2010年9月29日，陈竺部长在京主持召开“艾滋病和病毒*Xing*肝炎等重大传染病防治”科技重大专项研究工作进展汇报会。会议听取了本专项各项目领域总体进展*Qing*况和部分重点课题进展的汇报，对专项重点任务推进、组织实施机制创新、“十二五”计划编制等进行了讨论，对下一阶段工作提出了明确要求。
“传染病防治专项”启动实施两年来开局良好，进展顺利，部分研究取得阶段成果并初显成效，为顺利实现“十一五”计划目标奠定良好基础。陈竺部长在会上充分肯定了本专项取得的进展，要求各相关单位和专家进一步增强责任意识和大局意识，严格按照7月8日刘延东国务委员在生物与医药领域科技重大专项汇报会上的讲话精神，全面推进专项实施。会议对下一阶段工作提出四个方面的要求：
第一，围绕专项目标，力争取得重大科技突破。要始终围绕降低“艾滋病、病毒*Xing*肝炎和结核病的发病率和病死率”和“提升新发突发传染病应急处置与综合防控能力”的专项目标，进一步突出重点，加强顶层设计，集成*You*势资源，坚持长期不懈努力，力争在重大科学问题和关键技术上取得重要突破。
第二，勇于探索，创新科研体制机制。一是探索建立专项的新型举国体制，统筹项目、人才、基地和学科的发展，突破部门系统壁垒和传统科研文化束缚，形成协同高效的“大兵团作战”机制。二是建立产、学、研、用深度融合机制，充分发挥企业技术创新主体作用，建立成果转化的Z**F引导和专家指导机制。三是强化分级负责的实施管理机制，充分调动中央和地方双方的积极*Xing*，并切实落实专家组技术管理责任。四是建立*Gong*赢的国际合作机制，不断增强我国软实力。五是创新组织管理机制，将专项实施与医药卫生体制改革、临床转化医学中心建立、临床诊疗规范和路径制定等工作紧密结合。
第三，解放思想，加大人才队伍建设力度。加强人才队伍建设规划，树立开放的人才观，坚持自主培养与引进相结合。改进人才评价机制，*You*化人才成长环境，将专项部分项目与重点单位人才培养结合，构建结构科学合理的人才队伍体系。
第四，注重转化，促进专项成果造福全民。加强专项成果转化与推广应用，并与公*Gong*卫生服务均等化、重大传染病防控等工作紧密结合，使专项成果得到*Gong*享。同时要注重开展面向公众的传染病防控知识传播和健康教育，加大宣传和与公众沟通力度。
