有关艾滋病致孤儿童
根据联合国艾滋病规划署(UNAIDS)的定义，艾滋孤儿是指自身健康但父母一方或双方因艾滋病死亡年龄在15岁以下的儿童。联合国艾滋病规划署估计，截止2005年底，全世界有1千500万艾滋孤儿。预计到2010年，全球艾滋孤儿数量将达2千500万。据国家卫生部门统计，截至2006年8月，我国内地因感染艾滋病父母双亡的孤儿有8644人。联合国儿童基金会公布的数字表明，目前中国有7.8万个孩子因为艾滋病而失去了双亲或单亲。一些艾滋病防治专家预言，中国正处在艾滋病大暴发的边缘，如果现行的干预措施不力，到2010年，艾滋病感染者和艾滋病人将上升到1000万，至少产生26万的艾滋孤儿。
我国艾滋孤儿目前的生存环境令人堪忧，他们不仅有生活上的困难，精神上的压力，更有得不到亲情关怀等情感上的痛苦。具体表现在：
（1） 可怕的社会歧视
在我国，对艾滋病病毒感染者和患者及其家属存在严重的社会歧视问题。对于艾滋孤儿来说，他们所面临的歧视是多方面的。邻居们担心被传染，往往对他们避而远之；同伴们不但疏远他们，还经常对他们取笑作弄；由于害怕给学校和班级带来不利影响，老师们也常常想办法把他们赶出校门。由于害怕老师和同学们的冷眼和嘲弄，艾滋孤儿也都不愿去学校或选择退学，即使在课堂上，他们也无法集中精力学习。对于社会的歧视、冷漠和遗弃，反而会激起他们的逆反情绪和行为，甚至会在他们脆弱的心灵中埋下仇恨的种子，渐渐形成报复社会的心理。因为人们的偏见，使得很多艾滋孤儿都生活在艾滋病的恐惧与绝望之中。
（2）严重的心理障碍
由于父母双方或一方的早逝和社会的歧视，艾滋孤儿普遍存在严重的心理问题，主要特征是自闭、自卑、胆怯、悲观甚至绝望。一项对中国/联合国儿童基金会艾滋病预防关爱合作5个项目县251名6～14岁艾滋孤儿的调查显示，有89.7％的儿童在父母去世后感觉自己的生活不好，有63.4％的儿童承受着巨大的痛苦，有55.0％的儿童在父母去世后产生了情绪变化，39.0％的儿童报告因思念亲人和害怕而难以入睡或常做噩梦。
（3）极度困难的生活状况
由于艾滋病的流行，父母患病，使家庭收入急剧减少，家庭积蓄用于治病，使家庭陷入贫困，儿童的生活质量下降，营养不足，生长发育不良，他们的生存时刻面临着威胁。在失去父母的教育和保护后，有的儿童不得不辍学外出挣钱补贴家用，缺乏基本生活保障的他们，还很可能成为流浪儿、童工、乞丐、童妓、甚至罪犯，并随时面临着死亡的威胁。
（4）受教育机会的减少
接受良好的教育，对一个儿童一生的发展非常重要。然而艾滋孤儿在失去父母一方或双方后，他们继续上学的可能性明显减少。辍学的主要原因有：儿童不得不去工作来养家糊口而没有时间上学或完成作业；负担不起学费而不能入学；受到歧视而不愿意到学校；失去父母的管教约束而不能坚持学业；对生活失去信心而无心上学等。辍学对一个儿童的打击非常大，他们这个年龄段的求知欲望非常强烈，如果他们获取知识的欲望得不到满足，就会给他们幼小的心灵造成极大的创伤，并影响他们的未来。
项目起源
2006年11月，全国妇联、卫生部、国艾办共同发起了“‘12?1’关注孤儿万户爱心家庭公益行动”。2007年1月，全国妇联、卫生部、国务院防治艾滋病工作委员会办公室下发了《关于开展“12?1”关注孤儿万户爱心家庭公益行动的通知》。2007年，“12.1”公益行动在云南等7个省进行试点，共资助孤儿1180名，取得了良好的社会反响。为扩大“12.1”公益行动的覆盖和影响力，惠及更多的艾滋致孤儿童，卫生部、国艾办、全国妇联权益部决定与中国移动通信集团公司、中国少年儿童基金会合作，进一步开展“中国温暖12.1爱心基金——中国移动关爱行动”。
项目目标
为社会关爱艾滋病致孤儿童搭建慈善公益平台。
帮助艾滋病致孤儿童寻找爱心家庭，改善生活环境，促进其身心健康发展。
提高爱心家庭关爱艾滋病致孤儿童的能力。
营造适合艾滋病致孤儿童身心健康成长的社会环境，促进社会和谐稳定。
项目内容
通过发展中国温暖“12.1”爱心基金，开展中国移动关爱行动，将党和政府的关爱惠及艾滋病致孤儿童等弱势群体。具体包括：
设立和发展中国温暖“12.1”爱心基金，更好地资助艾滋病致孤儿童。帮助艾滋病致孤儿童寻找爱心家庭，为爱心家庭提供经济资助；推动消除歧视，帮助艾滋病致孤儿童获得平等的社会关爱。
建立信息平台，号召更多的企业及社会公众关爱艾滋病致孤儿童,为艾滋病致孤儿童争取更多的资助资源。
合作与分工
全国妇联权益部、中国移动、中国儿童少年基金会在卫生部和国务院防治艾滋病工作委员会办公室的直接指导下，发挥各自优势，搭建公益平台，共同设立和发展中国温暖“12.1”爱心基金，关爱艾滋病致孤儿童。全国妇联权益部：负责组织、指导各级妇联逐级将资助款落实到每一位受助艾滋病致孤儿童（每人每年1000元），制定监督保障措施使资助款用于孤儿的生活和学习，组织培训项目省的骨干和爱心家长，组织对项目的督导和评估，总结交流经验。
中国移动：负责指导地方移动公司和当地妇联开展项目活动；捐资5000万元成立中国温暖“12.1”爱心基金；发动移动用户、组织员工志愿者参与关爱行动；发展中国温暖“12.1”爱心基金，建设项目网站和项目信息管理平台。
中国儿童少年基金会：负责按照《中国温暖“12.1”爱心基金管理章程》管理基金。
卫生部、国务院防治艾滋病工作委员会办公室：负责指导和支持本项目工作的开展，并协调地方卫生部门和防艾机构支持各地项目工作。

For children orphaned by AIDS
According to UNAIDS (UNAIDS) in the definition of AIDS orphans is their own health, but one or both parents to AIDS aged children under the age of 15. Some AIDS experts predict that China is in the edge of a large outbreak of AIDS, if the current ineffective interventions, by 2010, HIV infection and AIDS will increase to 10 million, create at least 26 million AIDS orphans.
China's AIDS orphans currently living environment is worrying, they not only have difficulties in life, mental stress, lack of family care and other more emotional pain. In particular in:
(1) terrible social discrimination
In China, HIV and AIDS patients and their families have serious social discrimination. For AIDS orphans, they face discrimination in many aspects. Neighbors are worried about being infected, often shunned them; companions, not only alienate them, but also often make fun of make fun of them; to schools and classes for fear of adverse effects, teachers often try to drive them out of school . Teachers and students fear the cold and mocking, AIDS orphans are reluctant to go to school or drop out, even in the classroom, they can not concentrate on studies. For social discrimination, indifference and abandonment, it will arouse their rebellious mood and behavior, and even in their fragile seeds of hatred sown mind, giving rise to the psychological revenge on society. Because people's prejudices, so many AIDS orphans are living in fear and despair of AIDS.
(2) severe psychological disorders
Since the untimely death of either one or both parents and social discrimination, HIV prevalence of serious psychological problems of orphans, the main feature is a self-closing, self-esteem, fear, pessimism and even despair. A study of China / AIDS prevention care for UNICEF cooperation project counties 5 251 aged 6 to 14 AIDS orphans in the survey, 89.7% of children feel their parents after the death of their own lives is not good, 63.4% of children suffer great pain, with 55.0% of the children after the death of their parents had a mood change, 39.0% of children reported for fear of missing loved ones and often difficult to sleep or nightmares.
(3) the extremely difficult living conditions
As the AIDS epidemic, sick parents, a sharp reduction of household income, household savings for treatment, so that families into poverty and reduced quality of life of children, malnutrition, stunted growth, their survival time of threat. Lost their parents in the education and protection, some children have to drop out to earn money to support their family, they lack basic living guarantee, and is likely to become street children, child labor, beggars, child prostitutes, and even criminals, and faced death at any time threats.
(4) reduced access to education

However, AIDS orphans lost one or both parents, they continue to significantly reduce the possibility of going to school. The main reasons for dropping out of school: children had to work to feed their families did not have time to go to school or homework; can not afford school fees; discrimination rather than to school; the loss of this constraint and can not adhere to the academic discipline; of life loss of confidence and mood to go to school and so on. Children drop out of school for a very big blow to their desire for knowledge in this age group is very strong, if they desire to acquire knowledge not satisfied, will give their young the trauma caused great heart and affect their future.
Project Origin
November 2006, the National Women's Federation, the Ministry of Health, National AIDS Office jointly launched the "'12? 1 'attention to orphans million families caring public action." Content
Warm through the development of China, "12.1" love fund, to carry out China Mobile caring action to benefit the party and the government care of children orphaned by AIDS and other vulnerable groups. Including:
Establishment and development of China's warm, "12.1" love fund, better-funded AIDS orphans. Help AIDS orphans find loving families to provide financial assistance to families caring; the elimination of discrimination, to help children orphaned by AIDS have equal access to social care.
Establish an information platform, called for more public enterprises and social care for children orphaned by AIDS, children orphaned by AIDS to secure more funding resources.
Cooperation and division of labor
Ministry of Women's rights and interests of the country, China Mobile, China Children and Teenagers Foundation, Ministry of Health and the State Council AIDS Working Committee Office under the direct supervision, play to their strengths, build public platform, jointly set up and develop the warm "12.1" Heart Fund, care of AIDS orphans.
