中国全球基金艾滋病项目启动会于2010年1月21日在广西南宁召开。国务院防治艾滋病工作委员会副主任、卫生部部长陈竺，世界卫生组织驻华代表Michael O'Leary先生出席启动会。陈竺部长对项目的启动表示祝贺，并对为项目成功申请做出贡献的有关部门、国际组织、社会团体、各省（市、区）卫生厅局和疾控中心的朋友们和同志们表示感谢。 全球基金艾滋病项目是将第三、四、五、六、八轮艾滋病项目整合成一个项目。项目总经费5.1亿美元，周期六年。其中一期项目工作计划已经获得批准，总经费为1.94亿美元，今年1月启动。项目目标是扩大我国艾滋病预防、治疗和关怀服务，促进高危人群、艾滋病病毒感染者和病人对艾滋病综合防治服务的全面可及。
陈竺部长充分肯定了全球基金第三、四、五、六轮项目对中国艾滋病防治工作的重要推动作用。并为做好全球基金项目提出了五点要求。一是高度重视，加强领导。二是整合资源，统筹规划。三是加强管理，明确职责。四是部门合作，动员社会。五是加强督导，注重实效。确保资金安全和发挥资金的最大使用效益。
Michael O'Leary代表联合国驻华机构提出在联合国“三个一”的原则下，以中国全球基金艾滋病项目为契机，更好地加强艾滋病防治知识和经验的分享，让2010年成为实现艾滋病综合服务全面可及目标的一年，并成为遏制艾滋病在中国流行的一个新起点。启动会上还举行了项目工作任务委托书签署仪式。
各省、自治区、直辖市卫生厅局和新疆生产建设兵团卫生局疾控(艾防)处、艾防办负责同志，疾病预防控制中心、皮肤病性病防治机构主任，中国疾病预防控制中心和有关国际组织、大学、协会的负责同志参加了会议。
