比尔盖茨呼吁全球更加有效预防艾滋病

新华网维也纳7月19日电（记者张伟 刘钢）美国微软公司创始人比尔·盖茨19日在此间举行的世界艾滋病大会上发表演讲，呼吁全球加强艾滋病预防工作，立即大规模采用“低廉、有效和易于实施的”预防技术。
盖茨在发言中说，这些预防技术包括包皮环切和防止母婴间病毒传播等。盖茨说，这些技术实施起来成本不高，但能取得良好效果，“在艾滋病病毒流行的国家，如果不采用这些技术，将来所需费用会更高”。
盖茨说，这些艾滋病预防技术目前未能得到有效推广，如撒哈拉以南非洲地区有4100多万名男性可以从包皮环切术上受益，但目前只有15万人接受了包皮环切。而有医学研究证明，包皮环切是预防艾滋病的“外科疫苗”，可让感染艾滋病病毒的风险降低60％以上。
比尔·盖茨多年来在全球卫生领域积极从事慈善活动。今年1月，盖茨夫妇宣布以他们夫妻名字命名的基金会将在未来10年内提供100亿美元，帮助世界上最贫穷的国家研发和使用疫苗。
盖茨当天在发言中还谈到当前金融危机对全球艾滋病防治工作的影响。他认为，面对严峻的经济形势，人们应该提高效率，最大限度地利用好现有资源。
目前，全球约有3340万艾滋病病毒感染者，其中520万人正在接受治疗，其他人多因费用原因无法获得治疗。相关统计表明，药物开支一般只占总治疗费用的三分之一，而其他三分之二的费用则用于医院、实验室和相关检测上。
盖茨认为，目前艾滋病治疗药物的价格已没有大幅下降的空间，要显著降低治疗费用，只能从其他环节入手减少花费，让更多艾滋病病毒感染者得到治疗。
