艾滋患者入境不会加速艾滋传播

国务院常务会议通过的《国务院关于修改〈中华人民共和国外国人入境出境管理法实施细则〉的决定》，其中取消对患有艾滋病、性病、麻风病外国人的入境限制。据一项网络调查显示：近84%的受访者表示反对。对此，人民网记者专访了中国疾病预防控制中心性病、艾滋病防治中心主任吴尊友和研究员吕繁。
“相关入境限制执行25年以来，查出国外输入型艾滋病患者仅4800多例(不包含港澳台地区)，而我国国内原发病例却有23万。”吕繁认为，是否禁止国外艾滋病患者入境，对我国艾滋病的发生率并没有什么影响。
吴尊友介绍，在艾滋病全球流行早期，很多国家没有疫情或疫情很少，威胁主要来自国外，所以对艾滋病人入境游采取限制。但是，随着疾病的蔓延，国内病人越来越多，国外患者已经不是主要的威胁，就不再进行限制，因为限制已经起不到防控的作用。
吴尊友认为，本次修改决定是艾滋病防控策略调整的重要组成部分之一。符合科学，符合国际社会艾滋病的认识，也符合中国经济、政治的发展的需要，而且是消除对艾滋病歧视的一个重要举措。
关于网友普遍担心的，外国感染者可能会加速艾滋病在中国蔓延的问题，两位专家均表示，目前我国艾滋病发生的主要威胁不再是国外，而是来自于国内。另外，由于科普宣传和文化理念的原因，大多公民对艾滋病的认识有很大误区，还需要社会各界共同努力，进行大量的健康教育宣传工作。
还需要强调一点，艾滋病主要通过血液、性行为和母婴垂直传播;性病通过性行为传播;麻风病主要通过破损的皮肤或粘膜传播，日常接触均不会导致上述疾病的传播。同时，艾滋病病毒离开人体很难存活。
“在入境限制解除后，与外国人日常接触，无需过分担心。”吴尊友提醒，涉外婚姻当事人应该及时做婚检、孕检，以达到预防感染艾滋病、性病的目的。
