东莞去年查出21名艾滋病产妇

全市卫生工作会议昨召开
本报讯 （记者汪万里、周睿鸣）“用人方面、药品采购、红包问题，这里面情况太复杂，大环境也不好，大家一定要好自为之，管好自己，管好本单位。”在昨天举行的全市卫生工作会议上，吴道闻副市长跟去年一样，再次告诫卫生系统的领导。
会上市卫生局公布的材料显示，去年东莞共发现艾滋病毒抗体呈阳性的产妇21人，全部及时对其采取了母婴阻断的干预措施。
而今年开始，全市卫生系统将继续实行价格集中会审制度，探索实行医疗服务价格电子检查，组织专家对大额住院费用、大额处方进行审核分析，以解决看病贵等难题。
采取母婴阻断予以干预
东莞市卫生局局长管敏政在会上介绍，过去5年里，东莞全市建成并投入使用社区卫生服务机构388个，去年东莞社区卫生服务机构就诊人数达1216.5万人次，同比增长57%，门诊量占全市的21.5%，市民步行15分钟内能获得基本医疗卫生服务。
会议材料显示，去年东莞市完成HIV抗体检测48.9万份，对26.8万人开展了高危行为干预工作；对12.1万名孕产妇进行了HIV抗体检测，共发现艾滋病病毒抗体阳性产妇21人，全部及时采取了母婴阻断的干预措施。
探索“电检”控制看病贵
管敏政表示，今年卫生系统将继续对医疗机构费用收入实行“总量控制、结构调整”以及药品收支两条线管理，对人均门诊和人均住院费用加强监控。
今年将继续实行价格集中会审制度，开展医疗服务价格和药品价格检查，探索实行医疗服务价格电子检查，继续执行医疗价格定期报告（反馈）制度，组织专家对大额住院费用、大额处方进行审核分析，对违规收费的单位负责人和相关人员实行责任追究制度。

副市长吴道闻在总结发言中表示，过去一年中，东莞卫生系统在面对突发公共卫生事件时处理得当，最大限度地保障了市民的安全，并赢得了好评。未来一年，东莞卫生系统要“开好局、起好步”，要全面推进医药卫生体制改革，加强公共卫生和社区卫生服务，加大财政投入，要建立完善的社会保障机制，减轻市民看病的经济负担。
与去年一样，吴道闻再次语重心长地告诫“卫生系统好自为之”。他说：“用人方面、药品采购、红包问题，这里面情况太复杂，大环境也不好。你们要管好自己，管好本单位。”
