广西政协委员建议：推行防艾“村（居）民自治”

新华网南宁１月２１日电（记者 向志强）在此间举行的广西壮族自治区“两会”上，有政协委员建议，针对农村艾滋病感染者增多、信息闭塞等现状，应积极推行防艾“村（居）民自治”，通过建立防艾自治组织、制定村民防艾自治公约、组织开展宣传及防治干预活动等方式，建立一个可持续性发展的农村防治艾滋病健康促进机制。
据介绍，广西是全国艾滋病疫情最重的几个省份之一，根据有关统计，目前农村居民感染艾滋病的比例较高，大量劳务大军和留守妇女为疫情蔓延埋下隐患，而由于交通不便、信息闭塞，传统的防艾宣传教育模式难以奏效，农村防艾形势较为严峻。
韦凯钟等７名政协委员建议，必须创新机制，推行防艾“村（居）民自治”活动，筑牢农村、城镇居民防艾网络，有效遏制艾滋病疫情蔓延势头。
一是以村（居）民小组为单位，建立防艾村（居）民自治小组，同时建立宣传干预活动中心户，定期或不定期组织群众学习、沟通、交流，完善“县防艾办—乡镇卫生院公共卫生科—村卫生室—村（居）民自治小组—联系户”防艾网络。
二是制定村民防艾自治公约并启动运行，并把防艾“村（居）民自治”与计生部门开展的“诚信计生”的中心户、妇联创建的“妇女之家”等活动有机结合起来，整合资源，形成合力。
三是建议政府下拨经费或利用社会捐助，支持此项工作的开展。
据介绍，２０１０年１０月，广西河池市率先在都安等县推行防艾“村（居）民自治”试点工作，取得了初步成效，防艾知识知晓率从３５．６％提高到９５．２％。
