为彻底打击“五类人员”违法犯罪活动，2010年11月，西安市副市长、市综治委副主任朱智生召集市综治办、市公安局、市财政局、市民政局负责同志召开专题会议，成立了由市委综治委副主任为组长的西安市流浪未成年人保护救助工作领导小组。市公安局和各分县局也分别成立了打击治理“五类人员”违法犯罪工作领导小组。
工作中，市公安局把收押收治作为打击治理“五类人员”违法犯罪链条上的关键环节，坚持收押收治先行，开辟了三条收押收治通道：
在监管场所设立专门监室。对艾滋病携带者的违法犯罪嫌疑人，在各监管场所设立专门监室，予以关押；对艾滋病患者在市强制戒毒所设立专区收治关押。
建立社会化救助绿色通道。在安康医院设立床位208张，收治肇事肇祸和有暴力倾向的精神病人以及患有各种传染疾病的犯罪嫌疑人；与西安铁路医院、传染病医院、结核病医院等医疗机构建立了协作机制，开辟医疗救治“绿色通道”，对吞食异物及自伤自残的违法犯罪嫌疑人员适时进行手术治疗，并收治有肺结核等其它传染病的人员。
在救助站设立“有严重不良行为未成年人保护救助中心”。克服无场地、无工作人员的困难，创造性的在西安市救助站设立有不良行为未成年人保护救助中心。目前，中心共有房间16间，设宿舍7个、餐厅1个、医务室1个、活动室1个、阅览室1个、法制室1个、心理咨询室1个和食堂2个，可同时保护救助100名未成年人。同时，从市公安局抽调一线民警18名、保安15名，专门从事对有严重不良行为未成年人的保护救助工作。各分县局也结合实际，建立了协作医院，加强对“五类人员”的收押收治工作。
为确保打击与转化“五类人员”工作有法可依，市公安局先后制定出台了《关于进一步加强涉艾滋病等特殊情况犯罪嫌疑人送押收押工作的暂行规定》、《关于对吞食异物嫌疑人予以手术救治的规定》、《西安市严重危害社会安全精神病人强制医疗实施办法》和《关于对有严重不良行为未成年人保护救助办法》等办法规定，明确了五类特殊人群送押收押的范围、程序、要求及职责分工，为有力打击“五类人员”违法犯罪提供了法律依据。
为确保打击与转化“五类人员”工作经费落在实处，2010年10月，西安市政府明确由市财政局将流浪未成年人保护救助工作经费纳入财政预算，予以保障。规定“五类人员”收押救治期间按每人每天25元的标准，逐月核报生活经费；对艾滋病患者、精神病患者、身患残疾等特殊人员收押期间的体检费、生活费等，按照年度制定预算，由市财政予以保障；各公安分县局及基层单位“五类人员”收押救治经费按照分类归口、区别对待的原则由各区县政府予以保障。2010年，市财政拨专款200万元，为有严重不良行为未成年人保护救助中心购置了学习、教育、训练、生活设备和器材。
打治并举 铲除特殊人群违法犯罪顽疾
在突破“五类人员”打击治理“瓶颈”的基础上，市公安局在全市开展了声势浩大的打击治理“五类人员”违法犯罪专项行动。
打掉了一批幕后“黑手”。2010年，市公安局从市刑侦局、公交分局和“五类人员”违法犯罪高发地公安基层单位抽调36名精兵强将成立专案组，按照“抓现行、打幕后、挖教唆”的工作原则，摸清全市6个新疆籍犯罪团伙和重点区域，从“研、串、打、审、协”五个方面全力开展打击行动。在省公安厅的协调和新疆维吾尔自治区公安厅刑警总队的配合下，专案组先后转战新疆阿克苏、喀什、吐鲁番等地，行程数千里、历时一个多月，将罪犯一号人物“阿依古丽”、二号人物“阿依努尔”及23名成年骨干悉数擒拿归案，彻底摧毁了6个犯罪团伙，一举摧毁了新疆籍教唆、强迫未成年人犯罪的组织体系，切断了“地下流入”输送链条，使新疆籍未成年人扒窃问题在西安市基本绝迹。同时，通过严打涉毒涉盗犯罪专项行动，破获各类涉毒涉盗案件26起，打击处理涉毒涉盗彝族嫌疑人110名。
促进了社会治安好转。通过打击治理特殊人群违法犯罪专项行动，西安五大汽车客运站、火车站站前广场等26个治安重点地区发案稳中有降，街头盗窃车内财物案件同比下降78%，“碰瓷”类敲诈案件同比下降33%，抢劫、抢夺案件同比下降10%，群众的安全感、满意度明显上升。西安火车站广场一家小卖铺的店老板王明高兴地说：“这里现在坑人的少了，敲诈的不见了，偷小孩的也没了，治安秩序更好了”。市政协委员马志诚说：“以前曾在火车站广场被扒走钱包，可最近到这里，发现治安有序，随处警灯闪烁，让人感到很安全。”
强化权益保障 为孩子建立温馨港湾
在打击治理“五类人员”违法犯罪中，市公安局始终把人文关怀、保障当事人合法权益放在首位来抓。对身体健康的嫌疑人，按照诉讼程序依法处理，确保司法机关能够正常判决执行；对吞食异物的吸毒人员，在诉讼暂时不能进行的情况下，运用强制条例，先行戒毒、治疗。在全市各监管场所腾出了监室，加强了医疗监护，在强制戒毒所扩大戒毒病室，建立特殊病区，配齐配强管教民警，做到边收押、边治疗。
特别是对有严重不良行为的未成年人保护救助工作，按照：“要像父母一样关爱孩子，要像老师一样教育孩子，要像医生一样救治孩子”的工作要求，先后制定出台了《救助少年儿童行为规范》等规章制度，组织有管理经验的民警、精通少数民族语言的专业教师、工读学校老师对他们进行统一管理。
针对收教管理之初，大部分有严重不良行为未成年人与管教民警情绪对立、不服从管理的情况，组织专家教授专题研究，将保护救助工作规范为心理辅导、思想教育、法制教育、行为矫治、综合教育、护送原籍等8个阶段，开展教育矫治和生活能力培训，提高他们重新回归社会的能力，让每名被保护救助的儿童“开心快乐，学有所获”。
2010年11月以来，相继有九批学员354名儿童完成初步教育转化，在民警的护送下踏上了回家的旅程，有59名孩子已经入学，50名被原籍有关部门继续收留教育，245名交由监护人监护。

“总算看到这些孩子脸上露出属于他们这个年龄的纯真笑容！”与孩子们挥手告别时，市公安局副局长高威心中同样不舍，但更多的是欣慰。
