“千年村庄计划”第二阶段在联合国启动

新华网联合国１０月３日电（记者危玮 顾震球）旨在帮助非洲最贫困农村地区的“千年村庄计划”第二阶段３日在联合国启动，希望在今后５年内帮助撒哈拉以南的１０个非洲国家达成联合国千年发展目标，并为其余的非洲农村地区探索出一条发展之路。
该计划负责人萨克斯当天在新闻发布会上说，“千年村庄计划”第一阶段于２００６年启动，在帮助非洲最贫困地区实现联合国千年发展目标的过程中取得了“重大突破”。比如，这些地区的疟疾发病率降低了７２％，获得干净饮用水的家庭数目翻了三番，２岁以下幼儿患慢性营养不良的人数减少了三分之一等。
萨克斯介绍，在计划的第二阶段，也是最后一个阶段，将增加投资７２００万美元。第二阶段计划的重点是帮助当地发展商业，以打破贫困的恶性循环，使当地居民实现自给自足。
他说：“参加‘千年村庄计划’的农村社区在健康、教育、农业、收入等方面取得了显著进展，在此基础上，我们期望在计划的第二阶段，能够帮助它们到２０１５年实现联合国千年发展目标。”
“千年村庄计划”一直与联合国粮食计划署、联合国人口基金会、联合国儿童基金会等组织保持着密切合作。２０００年，１８９个国家领导人在联合国千年峰会上达成《千年宣言》，承诺在２０１５年前实现将全球贫困人口减半、普及小学教育、促进男女平等、降低母婴死亡率、抗击艾滋病和疟疾、促进环境可持续发展和推动全球合作伙伴关系等８项目标，即千年发展目标。
