云南边境地区跨境合作提升艾滋病综合防治能力

中广网昆明2月23日消息（记者李健飞 通讯员易园）记者从云南省防治艾滋病局网站上了解到，近年云南省艾滋病疫情快速上升的总体势头得到进一步遏制，艾滋病疫情上升速度有所减缓，连续三年报告发现的艾滋病病毒感染者数基本持平，今年1-10月较去年同期报告人数有所减少，下降了8.4％，全省大部分地区疫情基本稳定。
在新一轮防艾人民战争中，云南省各级各部门进一步加强工作力度，稳步推进组织领导、资金投入、宣传教育、监测检测、行为干预、临床治疗、母婴阻断、关怀救助、项目实施等工作，进展顺利。
河口县地处我国西南边境，与越南老街隔河相望，做好艾滋病防治工作不仅关系到群众身体健康和社会经济发展，更关系到边境地区安全稳定。为此，河口县立足边境口岸实际，积极加强与越南的合作，通过建立中越双边防治艾滋病跨境合作交流平台,互通信息，切实提升中越边境地区防艾工作能力。据了解，自1998年到2010年，中越双方已进行了14 轮正式会谈，通过会谈双方就做好防治艾滋病工作达成了多项共识，并采取了多项联动措施，进一步筑牢了边境地区艾滋病综治防线。
该县充分发挥县、乡、村三级艾滋病综合防治网络体系的主体作用，通过“建机制、重监测、抓干预、广宣传”等一系列措施，全力提升中越边境地区艾滋病综合防治能力。
此外，河口县还充分发挥县、乡、村三级艾滋病综合防治网络体系的主体作用，合理整合医疗资源，对感染者、孕妇、结婚登记人群等免费提供HIV检测服务，对于符合抗病毒治疗的艾滋病感染者还进行了免费抗病毒治疗，切实加大了对艾滋病的监测检测和治疗救助力度。同时，河口县还设立了妇女健康活动中心，专门聘请外展以及同伴教育者，通过每月定期走访娱乐场所，在妇女活动中心开展防艾宣教，免费发放宣传材料和安全套等活动，逐步改变高危人群的高危行为，使得高危人群行为干预工作不断深入，干预面不断扩大。
为了加大艾滋病宣传力度，河口县还严格按照“政府领导、部门负责、社会参与”的原则，先后深入到各乡镇、农场、企业、校园等地，通过摆放宣传栏、发放宣传材料、现场讲解等多种形式，向广大群众宣传艾滋病的危害和防治知识，充分调动群众防治艾滋病的积极性和参与性，形成了人人参与、人人防治的良好社会氛围，为综合防治奠定了良好的群众基础。
通过全县各级各部门的共同努力，各类人群的艾滋病平均知晓率逐年提高，中越边境地区艾滋病防治工作取得了阶段性成效。
