红丝带基金成为政府防艾得力助手

“2010年中华红丝带基金筹集捐赠到账约2000万元，为历年最高；实施了凉山州艾滋病防治支持、临汾红丝带小学的艾滋病患儿资助项目和&LSquo;红丝带健康包’等项目”。近日，在京召开的中华红丝带基金二届二次理事会上，全国工商联副主席、中华红丝带基金执行理事长许荣茂向大会作工作报告。全国政协副主席、全国工商联主席、中华红丝带基金名誉理事长黄孟复出席并讲话。全国工商联副主席谢经荣，全国工商联副主席、中华红丝带基金副理事长、四川宏达集团董事长刘沧龙，全国工商联原副主席、中华红丝带基金监事长瞿怀明，
卫生部原副部长、中华红丝带基金副理事长彭玉，全国工商联原秘书长、中华红丝带基金副监事长谷彦芬，国务院防治艾滋病工作委员会办公室副主任郝阳，以及中华红丝带基金理事、会员出席了会议。会议由中华红丝带基金副理事长、中国民生银行[5.19 -0.19%]行长洪崎主持。
黄孟复在讲话中充分肯定了中华红丝带基金2010年所做的工作，指明了当前面临的新任务，并就红丝带基金如何发挥自身优势，动员更多的社会爱心人士参与我国的防艾工作提出了新的要求。他希望中华红丝带基金进一步加强社会动员力度，进一步筹集公益基金，进一步落实好公益项目，成为配合政府开展实施艾滋病防治艾滋病工作得力的助手。
许荣茂代表理事会向大会做工作报告。报告总结了基金2010年所开展的主要工作，并对基金2011年的具体工作做出了部署。据悉，2010年中华红丝带实施了四川凉山州艾滋病防治支持、临汾红丝带小学的艾滋病患儿资助项目和“红丝带健康包”等项目的同时，还通过举办5·16烛光日主题活动，开展电视公益主题节目宣传，资助百名致孤儿童游北京观世博，举办12月1日主题公益晚会等多种主题活动，开展艾滋病防治宣传教育工作，动员社会各界参与艾滋病防治工作。许荣茂介绍，2011年基金将按照温家宝总理去年12月1日在四川省凉山考察讲话的指示精神，继续加强对凉山州艾滋病防治工作支持，重点是捐建抗病毒治疗中心和村级卫生室，以及受影响孤儿救助与安置、母婴阻断几方面；2011年，将在卫生部、团中央等部委的支持下，开展红丝带健康包“百校进千企”活动，继续加大面向外来务工人员艾滋病防治宣传教育范围。
郝阳对中华红丝带基金在过去一年在国家艾滋病防控工作中所做的工作给予高度评价。
谢经荣在讲话中指出，基金2010年的工作得到各部委和社会各界的大力支持，大家热情地投入到基金的各项活动，共襄防艾事业的义举，为基金的成长与发展贡献了力量。谢经荣对基金的工作提出了“制度健全、管理科学、公开透明、高效运作”的要求，确定了把中华红丝带基金建设成为具有广泛社会影响力、公信力的公益机构和组织的目标。
会上，举行了媒体资源捐赠仪式，塞呋盾科技控股、龙度传媒分别向中华红丝带基金捐赠了公益广告媒体资源，据悉，2011年起，中央电视台综合频道、综艺频道、中文国际频道、新闻频道将持续发布“遏制艾滋·履行承诺”的公益广告；铁路系统20列火车上也将全年发布预防艾滋病公益广告。
本次理事会增选谷彦芬担任中华红丝带基金常务副理事长，增补宁夏宝塔石化集团董事长孙珩超，北京潮人商会会长、国瑞地产董事长张章笋，中国熔盛重工[6.75 2.12%]集团控投有限公司总裁陈强，方大控股集团有限公司董事长林昌方，北京康得投资集团董事长钟玉，江苏亿城投资有限公司总经理谭佳宁增选为基金副理事长。会议还增补了两位理事。
基金形象大使白岩松、凉山项目关爱大使沙玛阿果呼吁更多的人参与到防艾工作，共同抵御艾滋病。基金的理事会员代表在发言中也积极围绕基金制度建设、公益项目的实施开展方式、艾滋病防治宣传教育工作的创新等方面献言献策，共同为中华红丝带基金的健康发展提出了意见建议。
