在国家权力的收与放中，为什么总出现一收就死、一放就乱的怪圈？个人认为，这里深层次原因与整个社会缺乏诚信有关。因为在社会缺乏诚信的基础上，权力的收与放，都存在一个秩序如何进一步规范的问题。因为缺乏诚信，必然国民的规则意识就差。而社会没有规则或缺乏规则，一放就乱、一收就死也就不足为奇。
