成都将制定内地首个男男性行为人群艾滋病防治规划

　　四川新闻网成都7月9日讯(记者 余娜)7月8-9日，联合国副秘书长、艾滋病规划署主任米歇尔·西迪贝先生带领考察团来川考察我省艾滋病防治和成都市男男性行为人群艾滋病防治战略规划制定项目工作。考察团现场考察了成都市疾控中心、成都市成华区美沙酮维持治疗门诊及成都同乐健康中心，并围绕我省艾滋病防治和成都市男男性行为人群艾滋病防治战略规划与四川省、成都市卫生系统相关人员进行了座谈交流。

　　9日上午，四川省人民政府副省长陈文华会见了考察团，对联合国艾滋病规划署等国际组织多年来关心和支持我省的艾滋病防治工作表示感谢，并就我省在艾滋病防治领域的国际交流合作进行了友好会谈。

　　陈文华副省长首先向考察团介绍了四川省艾滋病及其防治工作的相关情况。他指出，四川幅员辽阔、人口众多，是卫生防御大省，艾滋病防治工作任务重大。目前四川省已经发现4万2千多名艾滋病感染者，其中死亡6千多人。主要呈现三大特点：1、疫情比较严重，尤其是最近几年，加强少年监测工作，发现艾滋病感染者较多；2、20-40岁的青壮年艾滋病感染者比例大，占77%；3、分布范围广，21个市州都有发艾滋病感染者。个别市州情况严重，特别是凉山州，已发现2万4千多艾滋病感染者，占全省56%。

　　陈文华指出，四川省省委、省政府高度重视艾滋病防治工作，在党中央、国务院的坚强领导和卫生部的关心支持下，在国际合作项目的支援帮助下，全面贯彻国务院《艾滋病防治条例》和《中国遏制与防治艾滋病行动计划》，建立“政府组织领导、部门各负其责、全社会共同参与”的防治工作机制，健全了综合防治网络体系，深入广泛开展宣传教育，加强感染者发现和管理，扩大干预和救治覆盖，动员社会力量广泛参与，加强国际交流，在重点地区深入开展禁毒防艾人民战争。目前我省艾滋病防治工作形势为：艾滋病疫情上升总体势头得到遏制和缓解；艾滋病感染者病死率下降；人民群众对艾滋病危害的认识提高、自我防范意识增强；艾滋病防治工作取得明显成效。目前工作主要是极力切断艾滋病传播源及传播途径。

　　米歇尔先生对四川省和成都市在艾滋病防治以及男男性行为人群方面作出的努力和成绩予以了充分肯定。双方均表达了在艾滋病防治等领域广泛合作的意愿。

　　据了解，成都市执行的男男性行为人群艾滋病防治战略规划制定项目为联合国艾滋病规划署联合世界卫生组织、联合国开发计划署、美国国际发展署等共同发起的艾滋病防治合作项目，旨在探索以城市为基础的男男性行为人群应对策略，并将取得的经验和防治模式在其他地区推广。项目目标是制定和实施《成都市男男性行为人群艾滋病防治战略规划》。成都市自2010年7月启动项目以来，进展顺利。《成都市男男性行为人群艾滋病防治战略规划》出台后，将成为国内首个男男性行为人群艾滋病防治规划，并将对加强政府领导、落实部门责任，完善疾控中心--医疗机构--男男性行为志愿者组织的防治协作机制，促进MSM志愿者组织更加深入广泛参与艾滋病防治发挥积极作用。
