（1）建立避孕药具配送社会化管理运作的模式。自主运行零售药具进入市场机制，免费药具则以政府购买服务的形式，委托非政府组织企业进行运作，保证渠道畅通，政府负责监督和检查。 （2）吸引社会卫生资源开展计划生育技术服务。运用市场机制，以政府购买服务、项目委托的形式，与5个社区卫生服务中心签约，在5个卫生部门建立计划生育技术服务站，协助开展社区计划生育技术服务，承担计划生育技术的导医、咨询、生殖健康咨询指导、孕期教育、社区0至3岁科学育儿指导和村、居委咨询人员的培训。 （3）全面推进人口和计划生育项目的政社合作。探索人口和计划生育工作的政府与社会工作者协会、计生协会社工的合作；整合计生协会资源，成立人口计生社会工作专业委员会，建立人口计生社会工作的运作模式；通过政府购买协会项目的方式，具体实施人口计生行动方案。 （4）委托协会开展农民工艾滋病综合干预项目。全面了解一万名农民工对健康和性病艾滋病的认知情况。同时，对建筑工地农民工进行预防艾滋病综合干预，通过开展专题教育、专家讲座和同伴教育及大学生志愿者服务等干预措施，发挥政府主导作用，形成计生、疾控等多部门合作，全社会参与的预防艾滋病工作机制。 （5）委托民非机构普民中心开展早期教育工作。委托民非机构，以金杨新村街道为试点，努力创建优生优育多元服务和新型体系；围绕满足群众需求，确立“优孕、优生、优育、优教”的服务内容，切实提高群众科学生育、教育儿童的能力；建立科学的评估体系，保障服务质量。 （6）购买计划生育宣传教育中心开发的宣传品。委托市计划生育宣传教育中心开发宣传品，全方位、立体化地进行宣传；开辟早教网上专栏，创办专刊，完善政府人口计生宣传体系。 |
