    新华网乌干达金贾3月11日电(记者陈静)乌干达首席艾滋病专家彼得-穆盖尼11日警告说,国际金融危机将有可能使非洲地区的艾滋病防治工作陷入困境,目前一些西方国家正纷纷削减非洲艾滋病防治援助资金,以便集中精力解决各自国内的经济问题。

坎帕拉以东80公里的金贾市出席“非洲军队艾滋病会议”时表达了上述看法。穆盖尼说,随着金融危机持续影响西方国家经济,西方援助国和国际机构正在削减对非洲艾滋病防治项目的援助资金,这有可能使非洲国家陷入无法继续正常开展艾滋病防治的困境。

    穆盖尼呼吁在抗击艾滋病方面非洲国家应对现有资源进行合理利用,而不应仅仅坐等欧美国家的援助。他说,非洲大陆上生活着全球绝大部分艾滋病患者,非洲国家更应积极投入艾滋病防治与研究工作,否则将会有更多非洲同胞死于艾滋病。

    穆盖尼指出,非洲现有的2500万名艾滋病病毒感染者中只有300万人接受正规或非正规治疗。他警告说,由于许多艾滋病病毒感染者没有按时按剂量服药,非洲大陆很可能会在10年内出现耐药的艾滋病病例,届时情况会更为棘手。

    此次“非洲军队艾滋病会议”由非洲联盟主办,来自非洲15个国家的60余名代表出席了会议。这次为期3天的会议将讨论如何控制艾滋病对军队的影响、艾滋病与非洲维和等议题。与会的非洲国家军方代表还计划成立联合会,携手遏制艾滋病在军队中的传播。

He said the African continent living on the vast majority of AIDS patients around the world, African countries should be actively involved in AIDS prevention and research work, otherwise it will be more African compatriots have died of AIDS.

     MU Ghani pointed out that the existing 25 million in Africa infected with HIV, only three million people to receive formal or informal treatment. He warned that much because of HIV-infected persons not on time and according to dose of medication, the African continent is likely to occur at 10 years of the AIDS drug-resistant cases, then the situation will be more difficult.

     The "African military AIDS Conference" organized by the African Union, from 15 African countries, more than 60 delegates attended the meeting. The 3-day meeting will discuss how to control the impact of AIDS on the military, AIDS and Africa on issues such as peacekeeping. Participating African countries, representatives from the military also plans to set up a federation, to join hands to curb AIDS spread in the military.
