公安部建议将卖淫女改称失足妇女（图为“天上人间”）

　　继失足青年之后， 最近一个新的词汇“失足妇女”开始登堂入室，出现在公共话语体系里。这个企图为卖淫女“正名”的举动引起各方的议论，有的说权利更重要，有的说道德偏见仍在，是一种歧视掩盖另一种歧视，不一而足，值得深究。 

　　要不是今年北京出了一个“天上人间”，估计国内扫黄还不会这么火，结果是越扫越厉害，各地都打掉了不少本地版的“天上人间”，扫黄扫到激烈的时候，出现歧视、辱骂、殴打、游街示众、公开曝光等侮辱人格尊严方式，引起民意反弹。看来，在人权与道德之间，公众权利启蒙意识已经逐步成型，大家选择了尊重其基本人权，而非简单的道德评价。 

　　实际上，在当下对中国各阶层做社会评价，卖淫女的公信力挺高，基本不用公安部门烦心。《求是》杂志的姊妹刊物《小康》杂志披露的一则调查耐人寻味，在去年对49类不同群体的诚信度调查中，结果显示：农民、宗教职业者、性工作者、军人和学生被选为本年度最讲诚信的五个群体，比医生、教师、官员群体的诚信度都高。 

　　所以，我们更愿意相信公安部治安管理局局长刘绍武仅仅是内部喊话，希望警察执法时“不得歧视、辱骂、殴打，不得用游街示众、公开曝光等侮辱人格尊严方式羞辱卖淫女”， 想想昆明警方扫黄逼站街女下跪，东莞警方绳牵卖淫女游街……，这些行为简直就是滥用公权，违纪违法，哪里是一个改名就可以解决的问题！ 

　　其实，早就有人为卖淫正名了，比如在开展艾滋病普查的时候，诸如性工作者、小姐、流莺等等，比起失足妇女来，至少在字面上已经“去罪化”。 

　　从公安部门的初衷来说，叫失足妇女也许是好的。但是正如我们坚决打击强盗行为一样，如果在人家家里偷盗了财物，但是没有放一把火毁灭罪证，遵守了次道德，也算不错。比卖淫更加严重的是艾滋病、性病的传播，比公安更担心的还有卫生部门，卫生部11月29日通报中国艾滋病疫情及防治工作情况时指出,截至2010年10月底,累计报告艾滋病病毒感染者和病人37万余例,其中病人13万余例,死亡6.8万余例。局部地区和特定人群疫情严重,云南、广西、河南、四川、新疆和广东六省区累计报告感染者和病人数占全国的77.1%。这些特定人群在性服务的时候，如果能够遵守次道德，能够不传播疾病，引起公共卫生安全问题，显然大大降低了社会管理的风险，如今在道德高压和法律严打下，不少被迫转入地下的大量性交易，最大的问题不仅仅是道德问题，而是公共卫生安全问题，这是特别需要注意的。 

　　有需求就有市场。新京报披露，在公安部对30个大中城市651家娱乐服务场所的暗访中发现，其中381家存在涉黄违法犯罪问题。连公安部都认定娱乐场子涉黄过半了，说明问题严重，说明市场需求很旺盛。但是为何屡禁不止，总是越打越多呢？重庆打黑给出了一条重要经验，那就是所谓的娱乐场所的保护伞问题，没有人“扎场子”，这些娱乐场所能正大光明开起来，那真是奇迹。我看要真是有诚意清除娱乐场所的黄，就得打掉背后的黑，打掉保护伞，或许可凑一时之效。要根治，还得提高就业，提高收入，大家都体面了，那些有姿色的姑娘何须做皮肉生意呢。（文/两江书生）
