联合国艾滋病规划署国际不再恐同日呼吁消除歧视,亚洲男同HIV感染率高

在5月17日的“国际不再恐同日”到来之际,联合国艾滋病规划署(UNAIDS)当天举办活动并发表声明,呼吁各国消除针对同性恋者的歧视与恐同。
联合国艾滋病规划署的声明说,5月17日是“国际不再恐同日”,而恐同被认为是实现艾滋病预防战略的主要障碍之一。在联合国的192个成员国中,仍有85个国家实行将同性恋行为定罪的法律,其中有些国家甚至针对同性恋行为定下死刑。
声明引述艾滋病规划署执行主任米歇尔-西迪贝(Michel Sidibe)就“国际不再恐同日”发表的谈话说:“我呼吁所有政府采取行动,消除针对男男性行为者、女同性恋者以及跨性别者人群的污名化和歧视。各国政府还须建立应有的社会和法律环境,确保人权得到尊重,也保障HIV的预防、治疗、关怀和支持实现普遍可及”。
声明指出,据估计,全球HIV感染总数的至少5-10%是通过男男性行为传播,尽管不同国家或地区的这一数字存在很大差异。但男男性行为人群仍继续面临歧视,这些歧视来自健康医疗工作者、各种服务提供者、雇主和警察等。歧视问题导致男男性行为者隐藏他们的性倾向,或导致他们不愿接受HIV相关服务,因而也造成这一人群感染风险增加,造成国家统计数据无法真实反映与男同性性行为相关的HIV感染状况。
艾滋病规划署的声明还引述对抗艾滋病、结核病和疟疾的“全球基金”(Global Fund)的执行主任卡察契肯(Michel Kazatchkine)的话说,恐同在世界许多地区导致大量HIV感染者隐蔽在地下,只有约十分之一的男男性行为者或跨性别者有机会获得HIV预防服务。卡察契肯表示,“全球基金”将致力于消除对男男性行为人群和跨性别人群的这种不平等现象。
为配合今年的“国际不再恐同日”,联合国艾滋病规划署还在日内瓦总部举办了讨论会等相关活动,活动还包括放映一部反映牙买加国内恐同问题及其影响的短片《恶性循环》(A Deadly Cycle)。
另外,由联合国开发计划署(UNDP)、亚太男性健康联盟(APCPM)和香港大学比较与公共法律中心共同完成的一份关于亚洲HIV感染状况的报告也在“国际不再恐同日”当天发布。这份报告指出,亚洲地区同性恋和双性恋男性的HIV感染程度已达到令人高度警觉的状态,但由于在不少地方存在惩罚同性恋的法律,这一群体中的大多数人被迫隐藏起来,有超过90%的亚洲男同性恋者和双性恋者得不到HIV预防相关服务。
报告指出,在亚太地区的48个国家中,有19个国家的法律直接对男男性行为定罪,此外还有部分国家的法律条款可间接被用来惩罚同性恋行为。报告认为,如果将男男同性性行为定罪的有关法律得不到改变,亚洲地区男同性恋者的HIV感染状况可能将进一步恶化。在强调亚洲地区男同性恋者的HIV感染状况值得人们关注的同时,报告还呼吁亚洲各国废除对男男性行为定罪的法律,同时制定反歧视法。(文稿版权所有,转载请注明出处“爱白网”)
