为进一步贯彻落实温总理视察凉山重要指示，促进艾滋病综合防治工作措施落实，省重传办副主任、省卫生厅沈骥厅长带队，卫生厅疾控处、科教处、省疾控中心、省人民医院皮研所、省中默项目办有关人员于2月17日至18日到凉山州调研了艾滋病、麻风病防治工作。
沈厅长一行现场察看了西昌市戒毒康复中心、州传染病医院、州疾控中心，与凉山州政府、州艾工委成员单位、各重点县(市)防艾办、州医疗卫生单位、州中默项目办等有关人员进行了座谈，听取了州、县防治工作汇报，研究了凉山州禁毒防艾工作及麻风病防治工作。
沈厅长在总结讲话中分别对凉山州前阶段艾滋病、麻风病防治工作予以充分肯定，对下一步工作做出了重要指示。他要求，艾滋病防治工作要做到：
明确三个认识。一是总结过去：要看到成效、增强信心、坚定决心。实践证明，政府主导、部门各负其责、全社会共同参与的群众运动“禁毒防艾”是行之有效的策略和措施。二是展望未来：凉山州艾滋病防治工作已走过最困难和艰辛的阶段，未来还需克难攻坚，巩固成果，逆水行舟，不进则退。三是跳出卫生看大局：艾滋病防治在凉山州真正成为民生工程，切实为老百姓的健康和社会经济发展做出了重要贡献，要继续把防艾与扶贫、禁毒结合起来，一盘棋统筹，才会相互促进。
把握五个要点。一是指标数据要真实可靠。二是指标要分类强化管理。根据指标完成情况分类强化，确保2011年全面完成。三是人员队伍要强化培训。加强州县两级防治专业机构、人员建设，强化重点地区县、乡、村人员培训，提高防治能力。四要根据各项指标的工作主体和特点采取针对性措施。既要发挥卫生部门主力军作用，又要联合部门形成合力。五要跳出指标把握防治工作。党委、政府要重点研究解决感染者和病人的集中及分散管理办法，探索推广有效模式。
近期工作：一是尽快做好凉山州2010年艾滋病防治工作评估总结和下达2011年工作任务。二是要抓紧在打工人员外出前完成流调随访等工作。三是及时向卫生部报告防治工作进展。四是凉山州2011年全州禁毒防艾工作大会要尽早安排部署。
沈厅长对“十二五”重大科技示范区项目圆满完成阶段目标予以高度评价，指出该项目：挑战大，起步难、任务艰，当地政府、卫生、专业机构齐心协力，圆满完成项目阶段任务。强调要紧紧围绕“示范”二字，抓好后期的任务完成和工作总结。一要抓紧，力争提前完成；二要专业，体现水平；三要求真，数据准确可靠；四要高调，大力宣传报道；五要善思，提出下步的可行建议。六要务实，总结推广出实用、有效、可行的防治模式。
沈厅长对下一步麻风病防治工作提出以下要求：一要准确研判麻风病防治形势。二要转变观念，结合国家医改总目标，制定切合实际的工作目标，力争3年有明显成效，5年有显著成效。三要统筹资源，整合人员、设备、经费和任务。四要结合实际加强队伍建设。五要强化治疗质量。（四川省卫生厅）
