本报5月26日讯(记者 王端鹏)今天，省政府办公厅出台关于进一步加强艾滋病防治工作的意见。根据意见，力争到2020年全省艾滋病疫情得到较好控制，继续保持低流行状态。
大学新生人手一份“防艾处方”
各级政府要继续围绕宣传教育进家庭、进课堂、进社区、进农村、进公共场所的“五进”目标，广泛开展多种形式的艾滋病防治宣传教育活动。各级领导干部要带头学习和掌握艾滋病防治政策，正确认识艾滋病；要将防治政策纳入党校、行政学院、省农业广播电视学校等机构的培训内容。加强对农村、疫情严重地区和外来妇女、劳务输出人员、建筑工人、被监管人员、流动人群等重点人群的艾滋病防治知识宣传。教育部门要将包括艾滋病防治知识在内的生活技能教育列入普通中学的教学计划，保证课时。中等职业技术学校、高等院校在新生入学体检时，要向每位新生发放“预防艾滋病健康教育处方”。
推广使用快速简便的检测方法
我省将加大艾滋病监测检测力度，最大限度发现艾滋病病毒感染者。二级以上综合性医院和有条件的专科医院、疾病预防控制机构、妇幼保健和采供血机构等医疗卫生机构要逐步建立艾滋病筛查实验室，并推广使用快速、简便的检测方法，提高检测可及性。加大对外来妇女、流动人口、暗娼、男男性接触者、被监管人员等重点人群的监测力度，定期对男男性接触者、暗娼等高危人群以及艾滋病病毒感染者和病人的配偶进行艾滋病抗体筛查。各地要将艾滋病、梅毒检测咨询纳入婚前自愿医学检查内容。
高危人群干预覆盖面保持在80%以上
在严厉打击卖淫嫖娼、聚众淫乱等违法犯罪活动的同时，我省将重点加强对高危人群的综合干预工作，定期对娱乐场所经营业主进行培训，在公共场所开展艾滋病防治知识宣传，在宾馆、旅店等公共场所摆放安全套，在高等院校、大型建筑工地、流动人口集中地区安装安全套销售设施，增加安全套可及性。提高暗娼、男男性接触者和吸毒人群的干预覆盖面和频次，重点人群和场所覆盖面保持在80%以上。
不得拒绝艾滋病人治疗其他疾病的要求
我省将进一步落实国家免费抗病毒治疗政策，坚持就地治疗原则，完善家庭治疗和社区治疗服务网络，对符合治疗标准的感染者和病人及时治疗。艾滋病病毒感染者和病人患其他疾病需要治疗的，各级各类医疗机构不得以任何理由推诿和拒绝。对感染的孕产妇实行首诊负责制，为艾滋病感染孕产妇及其所生儿童提供规范的母婴传播阻断干预措施。各级医疗机构要为艾滋病感染孕产妇及所生婴儿提供免费的抗艾滋病病毒药物。
此外，我省还要求大力推动无偿献血工作，保证临床用血全部来自自愿无偿献血。教育部门要将无偿献血知识列入中小学生教育计划，提高年轻人的无偿献血公益意识，确保在校青少年无偿献血知晓率达到95%以上。
