北京市每年投入2亿元科研攻关十大疾病

政府每年投入2亿元资金，北京市将启动一项重大科研工程，计划在未来几年对十类重大危险性疾病进行科研攻关，特别是挖掘中医药的重要作用，从而遏制这些重大疾病发病上升的趋势，提高临床诊疗水平，最终改善市民健康。
这十大疾病包括肝炎、艾滋病、结核、禽流感等新发传染病、心血管和糖尿病、脑血管、部分肿瘤、精神疾病、慢性肾病、骨科疾病。
实施方案已完成
据了解，十类重大疾病项目近期已经获得市政府批准，实施方案也基本完成。
这一重大科研项目前期准备历时三年。2007年，市科委征求了卫生局、社会保障局、民政局、中医管理局、发改委、教委等多部门的意见，根据疾病发病率、死亡率、疾病负担等进行多方衡量，最终筛选出“十大危险疾病”，即四类传染性疾病和六类慢性疾病。
2008年，首都各界医疗卫生力量组成“十大危险疾病科技攻关编制组”，编制科技实施方案，市科委和市卫生局组织上百名各领域专家对方案进行了多轮大规模讨论、咨询和修改，目前方案已基本完成，并根据方案启动了部分科研工作。
2009年，这一重大项目的整体方案得到进一步完善。据了解，实施方案从健康教育、预防、诊断、治疗、康复等疾病防治的各个环节进行了设计。
打造中医“十病十方”
这一重大项目将中西医并重，在科研攻关中重视中医药的作用。科研人员有望把一些中医经典老方挖掘出来，加以改进完善，形成“十病十方”。
市中医管理局局长赵静介绍，目前正在组织专家团队，计划十大疾病十个团队，具体中医药参与的方案出来后，这些专家团队成员将向公众亮相。赵静表示，中医专家将积极参与，尽快拿出科研成果。
根据计划，具体实施由高校、医院牵头，签订目标责任制，力争用3至10年的时间，使十大危险疾病的防控工作明显加强，形成一批在国际上有影响力的研究成果，最终目标是降低“十大危险疾病”对居民的健康危害。
对六大慢病开展流行病调查
记者从市科委获悉，针对十类重大疾病项目，本市已经启动了一批科技项目，包括对心脑血管等六类重大慢性病开展大规模流行病学调查，掌握上述疾病患病率、死亡率及其变化趋势，为政府决策提供参考。本市已经开始建设“北京重大疾病临床数据和样本资源库”，为相关研究提供统一的平台，积累临床研究的战略资源。
此外，针对部分重大疾病的研究已经开始，例如艾滋病急性期控制与治疗研究，科研人员从本市艾滋病防控最关键的环节——男性同性恋高危人群入手，通过推广男性同性恋艾滋病早期筛查模式、完善早期诊断方法、探索急性期治疗措施，提高本市艾滋病控制能力，改善患者生活质量。
慢性肾脏病诊治关键技术研究、妇女常见肿瘤——乳腺癌和宫颈癌预防控制和规范性诊疗研究、北京儿童青少年代谢综合征长期研究等也已经启动。其中，儿童代谢综合征的研究将完善儿童慢性病诊断标准、建立儿童肥胖干预方案、完善儿童慢性病干预模式等，为实现重大慢性病防治窗口前移提供技术支撑。
