中药材产业要着力实现“六个创新”

云南素有“植物王国”、“动物王国”之称，中药资源有6559种，其中植物药6157种，药用动物372种，药材品种和蕴藏量均居全国首位。近年来，省委、省政府依靠得天独厚的资源优势，采取系列举措，加快中药材产业发展，建立起了文山三七、昭通天麻等一批规范化种植基地，全省药材种植面积已近300万亩，年产值33.8亿元。中药材种植基地规划效应显现，建成了年交易额20亿元的全省唯一的国家级中药材市场——菊花园中药材专业市场。延伸了中药材产业链，培育壮大了云南白药集团、昆药集团、盘龙云海、滇虹等一批名牌企业和名牌产品，中药材产业成为云南特色经济发展新亮点。进入“十二五”，应该在巩固原来发展成果的基础上，抓住一切有利时机，进一步加速中药材产业发展。
中药材产业发展存在的问题
云南中药材产业在发展过程中，存在的一些矛盾和问题也日益显现，主要表现在：
一是管理体制不健全，缺少协调机制。相关职能部门受限，难以统筹管理。医药公司改制后，中药产业缺少有效牵头的组织、协调、管理机构，导致中药材种植行业缺乏有效的政策引导和统一管理，以至形成上下脱节、各自为政的局面。
二是各州市种植的随意性、盲目性较大，自发种植、自行销售，产业化程度低。由于市场信息和物流平台建设滞后，种植户缺乏对中药材种植品种市场供需的正确预测，销路信息不灵通。生产规模小而散，规模效应难以发挥。
三是种植标准化程度低，科技支撑能力严重不足。全省大部分种植企业规模较小，难以形成规模，大部分药材以原材料的形式销售，产品的科技含量、经济附加值低，仍停留在传统的生产、经营模式上。全省只有三七、灯盏花和天麻3种药材实现了按GAP规范种植。专业从事栽培、育种、加工和新药研发的专门人才缺乏，影响产业向高层次方向发展。
四是中药材生产企业与中药企业未形成有效的产业链，中药材生产及初级加工层次低、规模小、实力弱。中药龙头企业带动能力不强，辐射能力弱。
五是与外省区相比，云南中药材与其具有的资源地位不相匹配，加快中药材产业发展刻不容缓。
推动中药材产业快速健康发展的建议
“十二五”开局之年，应该紧紧抓住当前全省正在进行的建设绿色经济强省和建设中国面向西南开放桥头堡的难得契机，利用省委八届十次全委会明确“加大中医药、民族医药扶持力度”的有利时机，落实好“改造提升传统产业……深度开发糖、茶、胶等优势资源，积极发展特色鲜明、市场广阔、吸纳就业人员多的食品、药品、生活用品、石材和工艺品加工等产业”的要求，针对中药材产业发展中存在的困难和问题，以科学发展观为指导，着力实现六个创新。
一是锐意改革，在机制体制上实现创新。切实加强对中药材产业开发的领导，省、州市、县分别建立中药材产业开发领导小组及办公室，建立完善组织协调机制，做好指导规划、政策咨询、信息服务等工作。建立中药材基地联席会议制度和区域发展合作联动机制。建立有效激励机制，加大人才培养和引进力度，创造条件吸引国内外各类人才，建立适应市场需要、胜任科技创新的合理人才梯队。建立和完善中药材产业开发用人机制，在培养企业家队伍方面，实施借脑工程，吸引外地企业家参与云南中药材产业发展。建立中药材产业专家咨询制度，聘请大专院校、科研院所、生产企业的医药专家以及法律、营销、金融、管理等方面的专家组成顾问专家组。建立健全市场准入制度，加强对入市交易中药材的质量检测管理，建立健全云南省中药材质量检测中心，引导生产源头中药材的规范种植。通过质量监督管理，推进中药材质量追溯制度建设，提升我省道地中药材的市场竞争能力。建立促进有利于云南道地药材营销的中医药服务保障政策，将云南地道中药材系列品种、中药产品，纳入基本医疗保险、新农合、工伤保险和生育保险药品目录，并降低参保人员使用上述中医药服务的自付比例。鼓励支持民营中医医疗机构发展。民营中医医疗机构在医保定点、科研立项、职称评定和继续教育、服务准入、监督管理等方面，与公立中医医疗机构享受同等待遇。
二是优化布局，在规模效益上实现创新。实施产业集群战略，以昆明为中心，打造文山三七、昭通天麻、楚雄民族药道地药材、滇西北高山药材、西双版纳南药五大中药材产业集群。加快中药材规范化生产基地建设，建立健全中药材规范化生产技术推广体系，组建中药材生产技术工程中心，继续推进中药材规范化生产(GAP)基地建设，鼓励企业申请国家GAP认证，通过示范推广，进一步扩大中药材规范化生产面积，提高药材的质量控制水平、竞争力和国际市场占有率。用活用足林权制度改革带来的机遇，扩大绿色(有机)中药材生产面积，加快产业化进程。从各地不同特点出发，因地制宜，分类指导，以公司牵引带动，实施一县一品、一乡一药战略，着力发展区域性特色中药材产业。稳定主栽品种种植面积的基础上，主攻规范化种植，提升产品品质。实施规范化加工，增加产业效益。着力推广中药材种植示范基地建设，大力培育积极性高、有一定种植规模的典型种植大户，利用其种植示范效应，发挥典型带动作用。鼓励中药材龙头企业和骨干企业，按标准化、规范化的要求建立中药材原料基地，开展中药材规模化种植。
三是加大投入，在科技支撑上实现创新。出台加快中药材产业发展的措施，成立扶持中药材发展省、市（州）专项资金，加大对中药材产业的奖励和支持力度，选择一批有一定品牌影响力的产品进行重点扶持，如血塞通系列、灯盏花系列、排毒养颜胶囊、宫血宁胶囊等，争取在中国驰名商标和中国名牌产品创建方面实现新突破。高标准建设三七、天麻等道地药材GAP种植基地。在专项资金投向方面，除重点支持道地药材优势产区和优势品种，要从解决影响中药材产业发展的瓶颈问题入手，切实加大支持产业关键环节的力度，重点扶持种子种苗、标准化生产基地、加工扩能、区域中心市场、仓储、物流等关键薄弱环节。要充分发挥专项资金的引导和带动作用，集中扶持建设一批能够推动产业发展的重点项目。建设一批现代中药材产业基地、物流中心，带动全省相关产业发展；鼓励和支持中药材产业链企业通过上市、合作、合股等方式获得发展新动力。从而建立起一套完善的中药材现代化科技产业体系，形成以研究开发体系、中药材种植基地、产业开发体系、营销配套服务体系为主的云南中药材现代化科技产业网络。
四是构建中介，在信息平台建设上实现创新。建立健全中药材中介服务体系，以投资主体多元化，服务对象社会化，运作机制市场化，服务方式多样化为主要形式，为企业种植户提供中药材研发、市场信息、投资融资、政策法规、创业指导等市场化、规范化的中介服务。发展壮大种植业协会、流通企业商会等行业协会，并以其为主导，建立全省性的中药材产业网络服务信息平台，为种植户、企业提供有效的市场需求信息。鼓励支持中药材企业采取签订协议或申请入会等形式，加入国家医药工业情报信息中心，及时共享医药科技文献、技术、市场、专利等信息，提高决策水平和研发能力。鼓励广泛采用电子商务，实行网上交易，开展全球性营销。举办云南省国际中药材节、云南名特优新中药材产品展销会、文山三七节、昭通天麻节，以国际论坛、节会促销等形式，搭建平台，多渠道提高云南中药材产业的影响力。使云南成为泛亚药材加工、物流中心、道地药材价格形成中心和信息发布中心。鼓励药企开拓国际市场，以东南亚、南亚国家为前站，支持中药材企业走出去办公司建网点拓业务。以规划建设云南中医药民族医药博物馆为契机，加强云南道地药材、民族民间医药开发研究、搜集整理，繁荣云南中医药文化。推出一批“中药材乡村游”、“休闲观光中药材园”等文化旅游项目和设施，将中药材产业与文化、旅游业有机结合起来。争取将云南中医药知识编入省九年制义务教育的教材内容，从小培养传承民族中医药文化意识。
五是壮大龙头，在优势产业方面实现创新。实施品牌药带动战略，大力扶持云南品牌药物提质增效，做大做强云南的品牌药物，全力唱响“云药”品牌。优先支持如天麻、三七、南药等一批具有示范带动作用的产品创新、品牌创优、提质降本的重大产业化项目。支持省内大型医药企业集团、省外资本投资中药材产业，推进企业联合、兼并重组，逐步形成一批产品新颖、技术先进、装备精良、管理有素、具有开拓精神的核心企业、企业集团。采取“走出去、请进来”的方式，积极引导从事中药材生产的企业走向招商引资的主战场，吸引大量国内外资金投入到省中药材产业中来。着力培育壮大昆明市菊花园中药材专业市场，切实做好选址搬迁相关工作，高起点、高规格、高标准把该专业市场打造成辐射东南亚、南亚，并在全国有重要影响的泛亚医药物流商贸中心。同时，依托昆明市菊花园中药材专业市场现有的批发营销企业和仓储条件，建设储藏标准化，仓储容量大，包装先进，装载、流转和信息交换、机械化自动化水平高的中药材物流园区，形成一流中药材配送中心，把昆明建设成面向东南亚、南亚的区域性中药材物流中心。着力壮大云南白药、滇虹药业等集团，把昆明建设成面向东南亚、南亚的区域性中药材加工制造中心。
六是整合资源，在现代化科技产业体系建设方面实现创新。建立以政府为主导，以企业为主体的平台，将我省20多家研发单位整合起来，打造先进的中药材科学技术创新平台，构建适应云南中药材产业快速发展的产学研新模式。通过资源的有效整合，为科技创新研发提供保障，形成具有强大活力的现代化科技产业体系。把人才作为加快中药材产业发展的第一资源予以高度重视，像寻求资本、技术一样，积极引进中药材产业发展急需人才。同时，大力培养一批中药材产业链各个环节上的专业人才，充分调动专业科研人员的积极性和创造性，为产业发展提供人才支撑。要按照GAP标准，引进资金、技术，对云南现有的中药材主导品种实现规模化、规范化、集约化种植基地建设。大力开展招商引资，引进国内外制药企业，进行新品种的引进、繁育及推广，形成种植、加工、提取、成品药生产、销售为一体的中药材产业发展体系。
