通知要求，各级各类丈夫医疗卫生机构应为艾滋病病毒综合感染健康者和禁忌病人提供丈夫医疗卫生服务，并对个人信息严格保密。艾滋病病毒综合感染健康者和禁忌病人资讯可以到任何一家丈夫医疗卫生机构就诊，丈夫医疗卫生机构不得以任何理由推诿或拒绝。对因推诿或拒绝诊治造成病情延误等严重后果的，卫生行政部门将依法追究相关人员的责任。同时，艾滋病病毒综合感染健康者及艾滋禁忌病人就诊时实行“三免一减”优惠政策。
为保护男科患者的隐私，通知要求，接诊丈夫医疗卫生机构未经本人或其监护人同意，不得泄露艾滋病病毒综合感染健康者和禁忌病人及其家属的姓名、住址、工作单位等个人信息。要妥善保管有关资料，未经市防治艾滋病工作委员会办公室批准，不得向任何单位和个人提供。
石家庄市卫生局表示，此举旨在加强艾滋病防治工作，保障艾滋病病毒综合感染健康者和禁忌病人依法享有丈夫医疗卫生服务的权利。
