王健委员:让中医药走向世界 为艾滋病中医药提案

政协委员、中国中医科学院中医药防治艾滋病研究中心常务副主任王健,由于日常工作的缘故,对中医药及艾滋病等这些看起来比较冷门的领域给予了更多关注。
中医药如何走向世界?
因为目睹过中医药在走入世界过程中面临的种种问题,王健委员对这一问题非常关注。他认为,在中医药在进入国际市场的过程中存在很多问题,“比如,中药剂型没有统一标准,不能得到西方的认可;而且,国外的中医诊所或中药经营机构个体为多,缺乏规模,难上档次;此外,在国外的中医师水平参差不齐,有的人打着中医的幌子治病赚钱,蒙骗老外等等。”
“问题还有很多。”王健委员认为,要解决这些问题,使中医药真正走向世界,需要“尽快建立与国际接轨的行业检测等,对产品的质量进行严格检测;同时,打造一批中医药样板企业,给予政策支持及指导,推荐到国外,以点带面,带动中医药全行业向高质量、国际化标准迈步,进而建立中医药的国际品牌;此外,要加强中医药院校国际化教育人才培训,利用现有资源如孔子学院等,在海外开设中医药的学位、学历教育,扩大中医药的影响。”
艾滋病人有就医权这几年,王健委员在两会的提案中一直在为艾滋病人争取权利,今年也不例外。王健委员对记者说,目前艾滋病人的治病权很成问题。“一些综合医院以各种理由拒绝艾滋病人的就医和手术;而专门收治艾滋病人的许多传染病医院,又缺乏实行手术治疗的条件。同时,一些医生害怕染上艾滋病,也不愿意为患者做手术。”
对此,王健委员提出,首先要制定法律法规,对因职业暴露而感染艾滋病的医务人员进行高额赔偿,从法律上解除高风险医务人员的心理负担。同时还要对加强对医务人员的艾滋病职业暴露的有关知识培训等。
